Summary
The Director of EAM Systems is a senior‑level position leading a growing and transformational portfolio of LIRR Enterprise Asset Management (EAM) programs and systems, focused on introducing best practices in asset maintenance, management, and reliability. The purpose of this position is to provide leadership to identify, quantify, and deliver improved outcomes in maintenance and capital investment, where initiatives will be centered around delivering operational benefit from the processes and data that make up LIRR's EAM information system, and other relevant supporting data sets. This position is responsible for leading teams and processes associated with the management of the LIRR information technology systems related to EAM and integrations with other enterprise systems. Activities include developing EAM technology strategies, policies, and plans, managing the acquisition, implementation, maintenance, and use of EAM technology resources by closely working with LIRR Operating departments and MTA IT.

Duties and Responsibilities

Oversee and lead the analysis, design, development, and deployment of successful technical projects in support of LIRR's Enterprise Asset Management (EAM) program. Work with the operating departments to understand existing asset management processes, determine integration possibilities with LIRR's HxGN asset management system, and lead a technical team to support testing, end‑user training, and deployment.

Oversee a technical team responsible for the State of Good Repair (SOGR) for the HxGN system, including enhancements, defect resolution, and supporting software and hardware updates through regular maintenance.

Support the LIRR Operating department with all the Enterprise Asset Management suite of tools (e.g., HXGN EAM/Maximo) by closely working with MTA HQ, MTA IT, and other agencies for reliable, stable, and continued operations.

Serve as liaison and facilitate collaboration between LIRR, MTA, and IT departments to implement and sustain the LIRR EAM program. Represent LIRR in working committees at the MTA and industry level in analytics efforts.

Serve as a change‑management champion and use influence, experience, and education to develop strategic communication and manage stakeholder engagement.

Essential Functions

Select, develop, and motivate personnel within the department; provide career development, coaching, counseling, discipline/termination when necessary, review direct reports, and approve performance appraisals.

Promote and enforce safe work practices and provide safe working conditions.

Perform other assignments as requested by senior management and comply with all policies and standards.

May be required to work outside regular hours and observe the work performed by contractors.

Review invoices and approve them if the work meets contractual standards; address performance issues with contractors when possible.

Escalate issues to other parties when needed.

Required Education and Experience

Bachelor’s Degree in Arts/Sciences (BA/BS).

Minimum of 10 years of technical experience managing IT systems or off‑the‑shelf products.

Experience managing and developing professional and technical staff, including vendors, with accountability towards a budget.

Experience in all project phases of software development (analysis, design, requirements, development, implementation, and operational support).

Strong management skills and effective communication abilities.

Experience with physical assets and their maintenance practices in an asset‑intensive organization, preferably in the transportation and rail industries.

Experience utilizing and leveraging an Enterprise Asset Management information system, preferably in the transportation industry.

Working experience with EAM suite of tools (e.g., Infor/HxGN EAM, Maximo).

Knowledge of ISO 5500 principles and asset management best practices.

Demonstrated ability to complete short‑ and long‑term technical projects efficiently.

Experience combining AI/ML algorithms for business solutions.

Understanding of data engineering tools and techniques.

Certification in Project Management Methodologies (e.g., PMP, PRINCE, Scrum Master).

Progressively responsible asset management experience in railroad operations.

Knowledge of asset management software, geospatial methodologies, GIS, GPS, RS, LRS, enterprise system architecture, spatial and relational databases, and mobile technology implementation.

High‑quality quantitative, analytical, and problem‑solving skills; proficiency in business case development and implementation planning.

Ability to manage end‑user relationships and support EAM suite of tools to meet business needs.

Self‑motivated, able to oversee and motivate others, and influential in decision‑making.

Strong organization, problem‑solving, administrative, and management skills.
