Job Description
Primary Purpose:
Coordinate and oversee all federal, state, and compensatory programs for the district to ensure alignment with district initiatives, student needs, and compliance requirements. Secure and manage grant funding, collaborate with district staff and external partners, and ensure high-quality program implementation through ongoing evaluation, fiscal oversight, and continuous improvement.
Qualifications
Education/Certification:
Master’s degree from accredited university
Valid Texas teaching certificate
Special Knowledge/Skills:
Extensive knowledge of federal and state compensatory programs and grant compliance requirements
Strong understanding of programmatic and fiscal compliance, including allowable uses of funds, documentation, and reporting
Ability to interpret legislation, policy, and guidance from TEA and federal agencies
Knowledge of budgets and accounting principles related to grant management
Proficiency with Excel and database software
Ability to implement policy and monitor effective systems, processes, and procedures
Strong organizational, communication, and interpersonal skills
Ability to organize, coordinate, and evaluate districtwide programs
Experience:
Experience in federal, state, or special programs management, including grant administration and compliance
Major Responsibilities and Duties
Program Management:
Oversee the planning, development, implementation, and evaluation of all federal and state compensatory programs to ensure alignment with district needs, initiatives, student outcomes and the District Improvement Plan.
Collaboratively work with other departments that use federal funding, inclusive of Perkins, special education, migrant, immigrant, and English language acquisition on compliance and budget assistance.
Evaluate federal and state legislation, projects, and programs for grant, entitlement, and allocation opportunities relevant to the district including but not limited to Every Student Succeeds Act (ESSA) Federal Title I, II, III and IV Programs.
Inform the superintendent and district leadership of the implications of current and pending legislation and funding changes.
Lead the drafting, development, and submission of grant applications, program narratives, goals, objectives, budgets, and required assurances.
Prepare and submit all standard and competitive grant applications and amendments to the Texas Education Agency (TEA).
Evaluate and approve requests for programs and expenditures using federal or state funds to ensure allowability, necessity, and compliance.
Conduct ongoing evaluation of all federal and state programs to ensure fidelity of implementation, effectiveness, and compliance, and make necessary allowable programmatic or fiscal amendments.
Serve as liaison between the district and state, federal, private non-profits (PNPs) and community agencies on jointly funded projects.
Provide technical assistance and consultation to administrators, department stakeholders, and community partners regarding federal and state program requirements and implementation.
Establish and maintain written procedures and internal controls to ensure compliance with federal and state grant requirements, including procurement, time and effort, inventory management, and financial reporting.
Coordinate and support annual risk assessments and corrective actions related to federal and state programs.
Budget and Inventory:
Actively seek additional grant funding opportunities, as deemed necessary, to support district priorities and emerging needs.
Monitor grant-funded programs and expenditures to ensure compliance with federal and state regulations, timelines, and reporting requirements.
Ensure fiscal integrity of all federal and state programs through oversight of budgets, expenditures, and internal controls.
Compile budget projections and cost estimates based on documented program needs and district priorities.
Maintain accurate and complete programmatic and financial records and submit required reports to TEA and other funding agencies.
Ensure compliance with all applicable federal and state laws, TEA guidance, and local board policy.
Ensure supplement, not supplant requirements are met and documented for all applicable federal and state programs.
Communication:
Maintain effective, collaborative relationships with district staff, students, parents, and community members.
Use effective communication skills to present complex programmatic and fiscal information clearly and accurately to a variety of stakeholders.
Ensure staff understand roles, responsibilities, timelines, and compliance expectations related to grant-funded programs.
Serve as the district’s primary point of contact for TEA monitoring visits, desk reviews, and audits related to federal and state programs.

Engage in ongoing professional learning to remain current on federal and state program requirements and best practices.
Demonstrate leadership through involvement in professional organizations related to federal and state education programs.
Conduct all responsibilities in a professional and ethical manner in accordance with NBISD Standards of Conduct and the Texas Education Agency Code of Ethics.
Supervisory Responsibilities:
Support, supervision, and monitoring of federal and state funded staff.
