Video Production Specialist

Under general supervision, this position is responsible for video production activities for location and studio productions to ensure the creation and scheduling of quality video programming for Portsmouth Channel TV (PCTV). Reports to the Video Services Manager.
Responsible for creating the programming for the Portsmouth Channel to include footage for stories, editing and recording City Council meetings and other public meetings to include uploading video, duplicating, print or electronic announcement production, some on-camera and voice-over work as needed; executes a variety of internal City department video requests; and functions as a Live Switcher operator and Video Recorder for onsite recordings in the building as well as robotic camera operation.
Assists in all areas of studio production work to include studio setup, camera operation, audio board, master control switcher and other equipment; switches and directs productions in accordance with current Federal Communications Commission (FCC) rules and regulations regarding public broadcast restrictions and editorial integrity standards and practices.
Performs postproduction work on a variety of video projects using state of the art editing technology to create programs that showcase creativity; utilizes high quality and complex editing techniques, animations and graphic executions; and performs preventive and routine maintenance and servicing of all essential Portsmouth Channel broadcasting equipment.
Performs other duties as assigned. Individual assignments will be determined by supervisor based on current workload and department needs.
Has considerable knowledge of the principles, practices, procedures and philosophies of broadcasting. Has considerable knowledge of standard techniques, methods and procedures used in cable broadcasting. Has general knowledge of the standards and regulations of government access cable television stations. Has general knowledge of FCC regulations and standards. Is skilled in effectively expressing ideas orally and in writing. Is skilled in the use of studio and television broadcasting equipment, including cameras, recorders, etc. Is able to use common office machines. Is able to conceive, organize, coordinate, direct and supervise television programming. Is able to organize work flow and coordinate activities. Is able to modify work procedures, methods and processes to improve efficiency. Is able to establish and maintain effective working relationships as necessitated by work assignments.
Requires any combination of education and experience equivalent to a bachelor's degree in communications, Telecommunications, or a related field with 3 to 5 years of video production experience, including some on camera experience. A valid driver's license with an acceptable driving record.
