Invictus Associates LLC is seeking a Senior Strategic Communications Specialist to provide high-level support to the Congressional and Public Affairs Office (Code 100P) at the Washington Navy Yard. This is a critical role supporting Navy Fleet readiness and senior leadership priorities through expert-level communications and strategic coordination.

Key Responsibilities:

Lead the development of written materials aligned with Navy, DoD, and AP style—briefs, white papers, speeches, testimony, media responses, press releases, and Congressional RFIs.

Serve as a trusted advisor to senior Navy leadership on messaging, media engagements, and congressional communications.

Coordinate enterprise-wide public affairs strategy and ensure alignment across Regional Maintenance Centers (RMCs).

Design and maintain SharePoint sites; manage content architecture and accessibility.

Deliver professional briefings and written products under tight deadlines in a fast-paced, high-visibility environment.

Serve on the Congressional and Public Affairs teams for the Commander, Navy Regional Maintenance Center and the PAE-IO Communications Team, supporting enterprise-level messaging and stakeholder engagement.

Support CNRMC and NAVSEA principals during the transition to Portfolio Acquisition Executive – Industrial Operations (PAE-IO), ensuring clear, consistent communication across stakeholders.

Participate in PAE-IO transition meetings; capture minutes, decisions, action items, key risks, and roles/responsibilities.

Synthesize PAE-IO transition outputs to develop executive-level talking points, briefing materials, and decision support products for NAVSEA and CNRMC leadership.

Required Qualifications:

Advanced writing/editing skills and experience communicating at the SES/Flag Officer level.

Demonstrated ability to manage complex, high-tempo workloads independently.

Deep familiarity with Navy and Congressional communications processes, including GAO and media engagement.

Proficiency with Microsoft Teams, SharePoint, MS Project.

Strong interpersonal skills, discretion, and professionalism.

Obtain and maintain a SECRET Security Clearance.

Experience supporting Navy or DoD public affairs at the command or enterprise level.

Skills in photography, videography, and/or graphic design.
