Primary Purpose of Position

The Director of State Governmental Affairs is responsible for developing and implementing policy and legislative positions on state and local issues impacting Constellation’s business units and business plans within an assigned region. The position leads internal and external lobbying resources to identify and advocate for political and legislative positions and policies that benefit Constellation, its employees, and the communities we serve. The role ensures coordination and communication with Constellation’s business unit interests to align on advocacy positions that are grounded in political and legislative strategies designed to achieve the company’s business needs and drive value for its assets and operations. It also leads local government affairs activities in areas where Constellation has assets or a business presence and manages resources, including contract and in‑house support, as appropriate for the work.

Primary Duties and Accountabilities

  • Prepare written material including whitepapers, talking points, and presentations.

  • Maintain and leverage relationships with key external policymakers, stakeholders and decision makers in order to support Constellation Generation initiatives.

  • Develop and implement policy and legislative positions at the state and local level.

  • Serve as the primary company interface with state legislators and policymakers.

  • Lead internal and external lobbying resources to identify and advocate for political and legislative positions and policies.

  • Review and analyze state legislative and policy initiatives for impact on Constellation positions and recommend actions to senior leadership, translating state policy positions, key initiatives, and implications of legislative and political positions to management.

  • Lead local government affairs activities in areas where Constellation has assets or a business presence.

  • In coordination with the Constellation Communications and Advocacy teams, attain leadership positions in professional organizations and industry groups.

  • Organize and manage a team of external lobbyists and local affairs representatives to advance legislative and regulatory positions and policies, relationship management, and site support activities.

Minimum Qualifications

  • Bachelor’s degree and 12 years of experience.

  • 12 years of professional experience, with at least 7 years focused in government affairs or external affairs activities.

  • Demonstrated excellent written and oral communication skills.

  • Understanding of, and experience in, electric and gas utility operations, and the regulatory, political and legislative processes that govern utilities.

  • Knowledge of current financial, energy, legal and labor issues and their policy implications in the industry.

  • Strong consultative and interpersonal skills to work with diverse groups of individuals inside and outside large companies, including CEOs, presidents, lobbyists, state and local officials, regulators, trade and business associations, foundations, political organizations, and public interest groups.

Preferred Qualifications

  • A wide network of contacts within the business community, federal government, elected officials, and public interest groups.

  • Leadership positions in external trade associations, coalitions or industry organizations.

  • Law degree or master’s degree in business, engineering, political science, public policy, or a related field.

  • Experience interfacing with Regional Transmission Organizations or Independent System Operators.

  • Experience with State Public Utility Commissions.
