Position Overview / Duties
This is a Direct Hire Authority (DHA) solicitation using the DHA for Certain Personnel of the DoD, Section 9905 to recruit and appoint qualified candidates to positions in the competitive service. As an Engineering Technician (Civil), serves as the Basin Office, Flood Risk Management Specialist with related responsibilities at four to eight multi‑purpose water resource developments (lakes and dams) having a geographic dispersion across approximately 100 miles, and varying in design, construction, and maintenance requirements. Under the Corps of Engineers corporate Project Management Business Process (PMBP), incumbent serves as the subject matter expert in the flood risk management and infrastructure maintenance business lines for the Basin, and for a variety of other assignments comparable to office engineering duties. Plans, directs, and coordinates programs for the operation, maintenance, repair, renovation and improvements of Corps of Engineers facilities through the use of the Facilities Engineering Maintenance System (FEMS). Incumbent assists with activities of technical and maintenance staff assigned to the Basin Office and subordinate Project Offices, as well as major contracted work performance throughout the Basin. Incumbent serves as Contracting Officers Representative on the Basins major contracts, including heavy construction, building trades and crafts, and consolidated services. Contract quality assurance activities are also a major job responsibility.

GS-11 Specialized Experience
One year of specialized experience which includes independently performing technical support for civil works projects. This experience must have included contributing significantly to contract preparation or oversight, conducting facility inspections with minimal supervision, and preparing detailed budget estimations for infrastructure maintenance and repair. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service GS-10 or above.
GS-10 Specialized Experience
One year of specialized experience which includes providing technical support for civil works projects. This experience must have included assisting with contract preparation or oversight, facility inspections, and budget estimation for the maintenance and repair of infrastructure. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service GS-9 or above.
Other Conditions And Requirements
Position(s) will be filled at the GS-11 or GS-10 grade level.
This is a full‑time permanent developmental position. Selectee will be required to complete 52 weeks before being promoted to the next higher grade level. This position has promotion potential to the higher‑grade GS-11 when requirements have been completed and when recommended by management.
All positions require the applicant to be a citizen of the United States.

A trial or probationary period may be required.
Direct deposit of pay is required.

This position requires that the incumbent possess or obtain and maintain a valid state Driver's License in one of the 50 U.S. states or possessions to operate vehicles.
Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.

Incumbent may be required to travel up to 15% of the time.
Must be able to obtain and maintain a valid state driver's license within 30 days of employment.
This position requires pre‑employment drug testing. This position meets the criteria for random drug testing under the Department of Army Drug‑Free Workplace Program as supplemented by USACE ER 690‑1‑1218. Incumbent is required to sign a DA Form 5019, Condition of Employment for Certain Civilian Positions Identified Critical under the Department of the Army Drug‑Free Federal Workplace Program.
Work involves some physical exertion such as walking, bending, crouching, stooping, stretching, reaching, or similar activities. Also work may involve short duration exposure to potential weather extremes, and temperature extremes.
