Duties
You will serve as a Senior Marine Investigator and be responsible for providing technical expertise, advice, and recommendations to the Captain of the Port (COTP), Officer in Charge Marine Inspection (OCMI), Prevention Department Chief, and Investigations Division Chief on all aspects of marine casualty investigations. Primary responsibilities include investigating negligence, misconduct, incompetence, alcohol or dangerous drug use, and violations of laws or regulations by Coast Guard credentialed mariners; overseeing Suspension and Revocation (S&R) proceedings; conducting civil penalty investigations; evaluating vessel manning; and handling administrative clemency matters. Additionally:
Lead investigation teams in inquiries and make critical safety recommendations to prevent recurrence.
Manage enforcement of subpoenas to obtain documents and compel witness or respondent appearance for interviews or hearings.
Oversee on‑the‑job training for assigned civilian and military Marine Investigator trainees.
Engage in public speaking appearances with law enforcement, maritime companies, ship pilot associations, and local government conferences.
Requirements
Must be a U.S. Citizen.
Must be registered or exempt from Selective Service.
One‑year probationary period may apply.
Must pass a background investigation and obtain a Secret clearance.
Must be able to obtain and maintain a valid state driver’s license.
Must successfully complete a pre‑employment medical exam.
Time‑in‑Grade requirement must be met by the closing date.
Qualifications
To qualify at the GS‑13 grade level, resume must demonstrate at least one full year of specialized experience equivalent to GS‑12. Specialized experience includes, but is not limited to:
Presenting information to broad audiences such as law enforcement groups, maritime companies, ship pilot associations, courts, and local conferences.
Preparing investigative reports, briefing papers, and technical analyses related to marine casualty investigations and merchant mariner negligence.
Providing technical support and training to new staff.
Education
No positive education requirement exists, but education should be documented only if it relates directly to the position. Attendance or degrees from accredited institutions should be reported. Voluntary education or non‑degree training may be considered as additional supporting evidence of applicable skills.
Salary and Benefits
Salary will be determined by the federal pay scale for the GS‑13 grade level.
