The Department of Ecology is hiring a WRTS Coordinator/Regional GWIS Editor (Environmental Specialist 3) within the Water Resources Program.

Location

Central Region Office in Union Gap, WA. Upon hire, you must live within a commutable distance from the duty station.

Schedule

This position is eligible for telework and flexible schedule options. You may telework up to one day per week. Schedules are dependent upon position needs and are subject to change.

We are looking for a detail-oriented, self-motivated team member who is excited to support critical water resource management work in Central Washington.

Responsibilities

Maintain accuracy and precision in spatial and data‑entry tasks.

Help staff, applicants, and partners understand deadlines, requirements, and project status.

Monitor physical and electronic records to meet required documentation and retention standards.

You will serve a critical role in: Supporting environmental decision‑making through high‑quality data entry, consistent mapping outputs, and reliable tracking of water‑right processes. Your work ensures that Ecology’s Water Resources Program can plan effectively, manage risk, and maintain strong records of statewide water use.

Programs and tools you’ll use
Regularly use ArcGIS Pro along with agency‑specific databases to monitor, record, and report information that contributes to core environmental management metrics. Success in this role requires an ability to track timelines, manage personal productivity, and work both independently and collaboratively.

What you will do

Utilize approved digital mapping software to produce accurate spatial data for water rights across the Central Region.

Process water‑right donation requests with an emphasis on reducing risk and ensuring data integrity.

Maintain and update critical databases that support key operational and decision‑making functions.

Perform quality assurance and quality control reviews to ensure accuracy, consistency, and compliance with Water Resources Program standards.

Provide subject‑matter guidance to section staff and external partners regarding water right tracking, mapping conventions, and record‑keeping expectations.

Required Qualifications

Experience : Performing environmental‑based work, or work related to the duties of the position, which must include:

Database Management and Data Quality Assurance – Proven experience independently entering, maintaining, auditing, and correcting complex, time‑sensitive data within large, nuanced database systems, with a strong emphasis on accuracy, completeness, and consistency.

GIS Technical Proficiency – Demonstrated experience using GIS software (e.g., ArcGIS Pro) to create, edit, analyze, and quality‑control spatial data, including digitizing features, managing geodatabases, and ensuring accuracy and precision of geographic information.

Experience must include demonstrated competence in the following skill sets:

Attention to Detail and Quality Control – Demonstrated high level of attention to detail with the ability to perform thorough QA/QC reviews of data, maps, documents, and work products to ensure compliance with technical and regulatory standards.

Technical Aptitude and Adaptability – Proficiency with standard office software and information systems (e.g., Microsoft Office, SharePoint, Access), ability to learn new technologies and databases, and adaptability to system upgrades, procedural changes, and evolving program needs.

Independent Work and Professional Judgment – Ability to work independently under general direction, manage competing priorities, meet deadlines, and exercise sound professional judgment, including knowing when to seek supervisory guidance.

Communication and Collaboration Skills – Strong written and verbal communication skills in English, with the ability to work collaboratively on teams, participate in advisory or working groups, train or mentor staff, and maintain professional, respectful relationships.

Education in environmental, physical, or natural sciences, environmental planning, geography, GIS, or closely related field.

Examples of how to qualify:

6 years of experience.

5 years of experience AND 30‑59 semester or 45‑89 quarter college credits.

4 years of experience AND 60‑89 semester or 90‑134 quarter college credits (Associate’s degree).

3 years of experience AND 90‑119 semester or 135‑179 quarter college credits.

2 years of experience AND a Bachelor’s degree.

0 years of experience AND a Master’s degree.

Desired Qualifications

Knowledge of Water Rights or Regulatory Frameworks – Demonstrated understanding of water law, natural resource regulations, or similar statutory and policy‑based frameworks, including the ability to interpret and apply laws, rules, policies, and guidance to real‑world applications.

Interpretation of Technical and Legal Documents – Experience reviewing, interpreting, and applying highly technical documents such as water right applications, decision documents, court documents, permits, or similar regulatory or legal records.
