Position Summary
Assists in the planning, organizing, implementation, and management of Vocational Services, TX Workforce Commission Rehabilitation Services, and GWH work-assessment program to help participants achieve their maximum potential.

Essential Duties and Responsibilities

Ensure Workforce Development (WFD) compliance with all regulatory and accreditation standards.

Manage daily operations of the program(s), including administration, meeting/exceeding program goals, and fiscal and programmatic compliance.

Provide program support to achieve program objectives.

Lead routine staff meetings to discuss case management coordination, participants’ learning progress, work readiness, and job placement updates.

Recommend appropriate success strategies for all participants.

Build formal relationships with partners and employers (Memorandum of Understanding).

Maintain Workforce Development (WFD) projects, standards, goals, and job placements.

Work with Management and Finance Department to ensure budget(s), fiscal compliance, and program administration handled appropriately.

Review and approve program disbursements to ensure conformity with funding agency and GWH’s policies and regulations.

Ensure all invoicing for services rendered are properly prepared and delivered to the appropriate referring agencies.

Collect, analyze, and report key program operating data in a timely manner.

Oversee and ensure timely recording of all required participant reports and documentation required for state and local agency regulatory compliance.

Maintain documentation for fiscal and program audits.

Recruit, hire, and supervise program staff.

Provide guidance and support to program staff.

Coordinate, develop, implement, and monitor individualized service plans and employment search strategies to assist participants in achieving employment goals.

Act as liaison with federal, state, and local agencies, developing and maintaining positive working relationships to encourage and assure client referrals to the program.

Maintain adequate materials, supplies, and equipment for a professional environment at all work readiness and job placement activities.

Monitor program execution to ensure CARF standards of compliance are met for EmployAbility program.

Perform other duties as assigned by Management.

Minimum Qualifications

Bachelor’s degree preferred.

Two or more years of workforce development, career services, and/or human services experience.

Excellent computer skills (proficient in Microsoft Office).

Excellent written and verbal communication skills.

Ability to communicate and interact well with a variety of personality types.

Ability to occasionally work a flexible schedule.

Ability to analyze opportunities and problems, identify and evaluate alternatives, and develop effective approaches to address issues.

Must have reliable transportation.

Key Performance Indicators

Meet or exceed all portfolio program outputs, outcomes, and goals for the (calendar/fiscal) year.

Placement rate of 65% or higher for the participants that complete the training.

Ensure data utilization and accuracy of 90% or higher by conducting regular audits of CaseWorthy reporting.

Ensure all data reports, funding applications, and administrative documents are reviewed prior to submission for director-level approval.

Execute WFD projects as assigned.

Physical Requirements/Work Environment
Ability to sit, stand, bend, and reach; ability to lift, push, pull up to 25 lbs.; ability to work in an environment that requires moderate physical activity.
