Summary
The Field Administrator (FA) for the Service Center is a Supervisory Program Manager (Field Administrator) providing critical oversight and support to multiple divisions within the Region. The Service Center's primary function is to serve as the formal appeals office for motor carrier and vehicle drivers who are subject to enforcement action initiated by the Division offices.
Responsibilities
As a Supervisory Program Manager (Field Administrator), you will:
Manage the activities and provide general leadership and supervision for geographically dispersed FMCSA Program Managers (Division Administrator) who are responsible for the day-to-day operations of FMCSA Division offices that consist of safety investigators, program managers, and administrative support staff.
Provide general leadership, direction and supervision on work problems presented by subordinate managers and supervisors.
Manage the performance of subordinate managers and supervisors and their direct performance management of the organization of jurisdiction.
Monitor resource management responsibilities for assigned areas comprised of professional, technical, administrative and clerical support personnel ranging in grades up to GS-15, responsible for the day-to-day operations of FMCSA Division offices.
Oversee execution of Safety Programs, including but not limited to grant management and oversight activities, evaluation of State and local enforcement programs to ensure good stewardship of federal grant funds and programmatic compliance, evaluation of State Driver Licensing Agency commercial driver’s license program compliance, and Entry Level Driver Training provider auditing and oversight.
Conditions of Employment
As a condition of employment for accepting this position, you will be required to serve a 1-year probationary period during which your fitness and continued employment will be evaluated. Upon completion of the probationary period, employment will be terminated unless you receive certification, in writing, that your continued employment advances the public interest.
Selective Service registration is required for applicable males.
Background investigation: Qualification for and maintenance of a Top Secret/SCI Level Clearance required.
Travel: This position involves travel and a government contractor‑issued travel card.
Supervisory probationary period: One-year supervisory probationary period required unless already completed.
Time-in-grade: Federal applicants must have served 52 weeks at the next lower grade in the competitive or excepted service in the executive branch to satisfy time-in-grade restrictions.
Qualifications
To meet the minimum qualifications for this position, you must have at least one year of specialized experience equal to or equivalent to a GS-14. The experience should include:
Experience with motor carrier programs with emphasis on motor carrier enforcement and applicable regulations.
Experience leading a multidisciplinary workforce of motor carrier personnel.
Experience communicating effectively through presentations regarding motor carrier programs to convey complex and controversial decisions and issues in a cogent manner.
Knowledge, Skills, and Abilities:
Leadership – influence, motivate, and challenge others; adapt leadership styles to a variety of situations.
Human Resources management – plan, distribute, and monitor work assignments; evaluate work performance and provide feedback.
Volunteer experience may be credited if it demonstrates relevant skills.
