The
Network Specialist I – OSP Construction
is responsible for coordinating, planning, and supervising outside plant field construction and splicing operations in multiple locations. The role may include supervising consulting resources during engineering and construction phases, implementing fiber networks per TDS OSP guidelines, staying current with NESC, assisting in engineering of OSP projects, and creating labor, material, and overhead estimates.
The specialist oversees numerous construction projects, monitors costs and progress, ensures on‑time and within‑budget completion, and maintains ongoing communication with governmental agencies and municipalities regarding road improvements, duct, fiber, and network asset transactions.
Applicants should reside within a reasonable commuting distance of Kenosha, Racine, Jefferson, Waukesha, Dane, or Walworth counties in Wisconsin.
Responsibilities
Coordinate OSP projects and supervise consultants responsible for outside plant field construction and splicing.
Provide technical support for special request projects such as major road moves or potential on‑net builds.
Work with finance to ensure proper accounting of facilities and with legal to mitigate asset‑transfer risks.
Assist in engineering phase, creating labor, material, and overhead cost estimates.
Audit OSP projects, coach consultants and contractors to ensure accuracy and consistency with NESC and TDS OSP standards.
Review reports, invoicing, and project documentation for accuracy; manage construction quality, completion, and maintenance records.
Ensure compliance with Sarbanes‑Oxley, Network Operations, Network Planning, Rights‑of‑Way, and Contract Administration.
Conduct pre‑staking, pre‑bid, and pre‑construction meetings; verify right‑of‑way, easements, permits, cable sizing, and routing designs.
Verify completeness of all project documentation (bid jobs, build orders, start agreements, VMOPs, closeout).
Adapt quickly to new GIS‑based construction methods and changing architecture types.
Qualifications
Required Qualifications
Associate’s degree (or higher) or 2+ years of professional work experience.
3+ years experience in voice, data, or video networking.
Valid driver’s license, reliable transportation, and insurance.
Ability to travel to construction sites daily as needed.
Other Qualifications
Experience in OSP construction/engineering (fiber, copper, coax) or related utility/municipal construction.
Fiber optic implementation experience.
Excellent leadership, customer relations, and communication skills.
Self‑directed, able to work independently.
GIS experience (ESRI ArcGIS, AGOL, spatial analysis).
Digital environment proficiency.
Understanding of telecommunications industry principles.
Ability to manage multiple priorities simultaneously.
Project management experience.
Strong written and oral communication skills.
PC database, spreadsheet, and word processing skills.
Knowledge of NESC construction practices and engineering standards.
Ability to work cooperatively with diverse work groups.
Understanding of FTTH design and construction techniques.
Understanding of unit‑based construction contracts.
Ability to read and understand FTTH construction prints.

Pay Transparency
The listed pay range reflects the minimum and maximum base salary. Actual offers will be based on skills, qualifications, experience, location, and role‑specific competencies. Some positions may also offer additional compensation, such as bonuses or equity awards.
Pay range: $70,500 – $114,500 per year.
