The Technical Writer is responsible for the preparation, review, revision, and maintenance of technical documents including software and systems engineering, system operations, testing, and user documentation. Writes and edits technical documentation for all of the project’s hardware and software to include installation, configuration and how‑to documentation. Creates code documentation for software; produces implantation guides and end‑user guides for capabilities; provides field, data definition, and data flow documentation and formats technical publications from pamphlets, technical drawings, and consultation with technical personnel and other available resources.
Level 2 Technical Writer Capabilities

Assist in preparing and maintaining operations documentation, user guides, manuals and technical publications
Use basic grammar concepts and write technical copy for various documents
Gather technical information and prepare written text
Maintain a current internal documentation library
Use word processing and presentation tools such as MS Word, PowerPoint, and Visio
Work with developers to produce quality documentation and training materials
Work across all phases of documentation
Prepare reports, responses, and briefings for a wide range of audiences
Coordinate layout and design of documents
Research and organize highly technical subject matter from multiple sources
Express technical information in clear written form suitable for a wide audience
Apply concepts for technical writing based on engineering drawings and technical information from engineers and subject matter experts
Produce defense acquisition documentation, user manuals, training manuals, and other documentation for the end‑user community of DoD electronic equipment and systems
Interpret engineering and maintenance drawings and operational procedures to convey large quantities of computer‑related information
Produce technical documentation for cryptologic programs or projects developing analytic tradecraft methodologies
Apply NSA DS‑89 technical manual standard to work products
The Technical Writer shall be responsible for creating clear, concise, and accurate documentation for the HPC organization’s software products, services, and processes. This role requires strong writing skills, a solid understanding of technical concepts, and the ability to translate complex information into user‑friendly content.
Required Skills

Six (6) years’ experience as a Technical Writer in programs and contracts of similar scope, type, and complexity
Familiar with the Linux CLI and related terminology
Experience with technical writing tools such as MS Office Tool Suite, MadCap Flare, and Adobe FrameMaker
Excellent written and verbal communication skills with strong attention to detail
Experience implementing complex documentation practices within a software development environment
Experience with markup languages including HTML, XML, and Markdown
Experience creating technical documentation for a wide audience
Experience with Atlassian Tool Suite (JIRA, Confluence)
Experience with Git Source Control System
Desired Skills

Familiar with Agile software development methodologies
Knowledge of the software development lifecycle
Education

A Bachelor’s degree in a technical discipline from an accredited college or university, or four (4) years of additional Technical Writer experience as a substitute
