Job Description
AV is seeking a Director to lead a portion of the Advanced Research and Development (ARD) Division, reporting to the Senior Director of ARD. The position is located onsite in Dayton, Ohio. The director will develop strategic relationships within the Air Force Research Laboratory (AFRL) community and key industry partners, implement strategy across the ARD portfolio, support emerging customer requirements, and influence the profit and loss of their portion of ARD. They will ensure successful contract execution and accelerate research growth within ARD, collaborate across AV, and interface with government leaders to support Congressional actions and program objective memorandum (POM) planning. The role requires strong technical background in biology, chemistry, physics, or engineering.
Responsibilities
- Develop strategic relationships in the AFRL community and with key industry partners.
- Create and implement an effective strategy across the ARD portfolio.
- Support emerging customer requirements and influence the P&O of ARD.
- Ensure successful execution of contracts and accelerate growth of research in the ARD portfolio.
- Collaborate across AV to develop technologies aligned with customer missions.
- Serve as a key interface with government leaders and support Congressional actions and influencing POM planning.
- Establish relationships with business development, capture, proposal, finance, contracting, and people & culture functions.
- Demonstrate corporate citizenship by expanding the customer base, achieving growth goals, promoting customer satisfaction, and fostering strategic relationships.
Minimum Qualifications
- Master’s degree with a minimum of 7 years of experience with DoD contracting and acquisition processes.
- Experience leading technical proposals and pricing inputs for AFRL.
- Substantial experience leading a profit & loss center.
- Experience managing complex programs within the Air Force Research and Development community.
- Experience creating and executing technical maturation and transition plans for emerging technologies in two of the following: RF Photonics, Biomanufacturing, Ultra‑High Temperature Ceramics, Electronic Protection, RF components or systems, non‑destructive evaluation.
- Experience managing R&D services contracts.
- Proven leadership record within matrixed organizations.
- Experience with Congressional actions and influencing Program Objective Memorandum planning.
- Excellent verbal and written communication skills.
- Well organized with strong multi‑tasking and time‑management skills.
- Team‑orientated and able to deliver high‑quality service.
- Ability to handle sensitive information with integrity and confidentiality.
- Existing customer relationships at AFRL/RX.
- Active TS clearance with ability to obtain and maintain TS/SCI clearance.
Preferred Qualifications
- Ph.D. in a related discipline (biology, chemistry, physics, or engineering) with 5 years of experience.
- Active TS/SCI clearance.
- Existing customer relationships at AFRL/RX, AFRL/RQ, and ARFL/RY.
- Experience leading technical proposals and pricing inputs for AFRL/RX.
- Three years at Director level and above for managing a technology portfolio of DoD‑sponsored research.
- Experience creating and executing technical maturation and transition plans for emerging technologies in four of the following: RF Photonics, Biomanufacturing, Ultra‑High Temperature Ceramics, Electronic Protection, RF components or systems, non‑destructive evaluation.
- EVMS experience including working with resource‑loaded Integrated Master Schedules (IMS).
- Experience developing, shaping, and leading congressional actions supporting U.S. Services’ needs.

Salary Range
$180,500 – $265,650
ITAR Requirement
