Program Manager

Position Summary:
The Program Manager provides leadership and operational oversight for five to six 24-hour residential programs serving adults with Intellectual and Developmental Disabilities. This role is responsible for ensuring quality supports, regulatory compliance, staff supervision, financial oversight, and implementation of Individual Support Plans (ISPs).
The ideal candidate will possess strong leadership skills, experience managing I/DD residential programs, and a sincere commitment to person-centered services and advocacy.
Key Responsibilities:
Provide direct supervision and operational oversight of 5–6 residential group home programs
Supervise, mentor, and support Residential Managers and Direct Support Professionals (DSPs)
Ensure programs maintain compliance with agency policies, operational procedures, and Oregon Administrative Rules (OARs)
Participate in hiring, training, performance management, and staff separation processes with Executive Director approval
Ensure proper staffing coverage and coordinate employee in-service training
Collaborate with Individual Support Plan (ISP) teams to support consumer goals and needs
Monitor implementation and quality of Individual Service Plans for residential consumers
Oversee agency and consumer financial management responsibilities
Promote advocacy, community inclusion, and person-centered supports
Foster a positive, respectful, and supportive environment for individuals served, families, and employees
Qualifications & Requirements:
Strong experience in I/DD residential/group home management required
Knowledge of Oregon's ISP process and experience developing and implementing support plans
Working knowledge of OARs related to 24-Hour Residential Services for adults
Experience with staff hiring, training, supervision, and performance management
Demonstrated leadership, organizational, and problem-solving skills
Strong commitment to advocacy and quality supports for individuals with disabilities
Ability to manage multiple priorities and maintain effective program operations
Willingness to learn and grow within a collaborative environment
