As Sandia continues to strengthen its market presence and pursue measured regional expansion, we are seeking a Business Development Manager to play a key role in front-end growth, opportunity qualification, and pursuit coordination.
Position Overview
TheBusiness Development Manager (BDM)is responsible for building strategic relationships, identifying and qualifying opportunities, and supporting proposal and pursuit efforts for Sandia Construction. This role operatesupstream of estimating and pricing, partnering closely with executive leadership to ensure Sandia pursues the right opportunities at the right time and in the right way.
This isnot a traditional sales role. The BDM does not independently price work or prepare estimates, butis expected to actively support proposal development, presentations, and RFP responsesin coordination with internal teams.
Key Responsibilities
Market & Relationship Development
Build and maintain long-term relationships with ISDs, municipalities, and select private-sector stakeholders
Represent Sandia Construction with professionalism and credibility in target markets
Strengthening Sandia’s presence in Lubbock and support expansion into additional locations
Opportunity Identification & Qualification
Identify early-stage project opportunities aligned with Sandia’s strategic priorities and capacity
Gather project intelligence including scope, timing, stakeholders, and delivery method
Apply defined qualification criteria before internal escalation
Provide leadership with clear insight to support go / no-go decisions
Sales Strategy & Lead Development (Non-Closing)
Support leadership in identifying target markets, sectors, and relationship priorities
Generate relationship-driven leads through networking, industry events, and community involvement
Maintain a disciplined, strategic approach to pipeline development rather than transactional selling
Proposal & Pursuit Support (Required Responsibility)
Assist in the preparation, coordination, and delivery of proposals, qualifications packages, and bid submissions
Support RFP and RFQ responses by:
Coordinating internal contributors (estimating, operations, leadership)
Managing timelines, inputs, and deliverables
Ensuring proposals are complete, compliant, and professionally presented
Contribute to sales presentations and client-facing proposal meetings
Provide relationship and market context to support pursuit strategy
Participate in contract review and negotiationin a support role, ensuring alignment with leadership direction and mutually beneficial outcomes
Help manage pursuit documentation and lessons learned to improve future proposals
Marketing & Brand Stewardship
Provide strategic input on market positioning and brand visibility
Ensure consistency across proposals, presentations, and public-facing materials
Support Sandia’s reputation through professional messaging and pursuit materials
CRM, Market Analysis & Reporting
Maintain accurate relationship and opportunity data in the company’s CRM
Track pipeline activity, pursuit status, and market trends
Prepare concise reports for leadership on opportunity quality and market conditions
Internal Coordination
Serve as the front-end intake point for new opportunities
Coordinate structured handoffs to estimating, preconstruction, and executive leadership
Act as a connector between external relationships and internal decision-makers
Qualifications
Background in commercial construction, real estate development, or public-sector projects
Experience supporting proposals, bids, or RFP responses in a construction or professional services environment
Strong relationship-building skills with public-sector or institutional clients preferred
Disciplined, professional communicator comfortable operating within structure and guardrails
Strategic thinker focused on long-term growth, not transactional selling
