About The Role
The Program Manager is a full-time position serving as a primary public representative of The Business Center Miami (TBCM), a program of the Greater North Miami Chamber of Commerce with the primary function of promoting and supporting women entrepreneurship.

TBCM is in part funded by the U.S. Small Business Administration (SBA) as a Women’s Business Center (WBC), providing federally supported resources, counseling, and training to women entrepreneurs and small business owners across Miami-Dade and Monroe Counties.

Under the direction of the Executive Director of the Chamber or Designee, this role is responsible for the day-to-day management of the business incubator program, including program development, event coordination, volunteer and speaker supervision, and outcomes monitoring.

Major Duties & Responsibilities
Implement and manage all aspects of The Business Center Miami (TBCM) program.
Collaborate with staff to plan and organize program logistics including scheduling presenters, recruiting participants, negotiating contracts, and managing communications.
Promote TBCM and related events through online, email, and direct marketing channels.
Develop and administer post-program evaluations to assess impact and outcomes.
Build and maintain positive working relationships with internal staff and external stakeholders.
Ensure all program activities operate within organizational policies and procedures, as well as SBA/WBC grant compliance requirements and federal program guidelines.
Anticipate, understand, and respond to the needs of internal and external clients to meet or exceed expectations.
Work cooperatively with colleagues to set goals, resolve problems, and make decisions that enhance organizational effectiveness.
Monitor program metrics and outcomes regularly per the program evaluation framework and SBA WBC reporting protocols.
Positively influence others to achieve results aligned with organizational goals.
Serve as a liaison with SBA district office staff, WBC national network partners, and other federally funded resource partners (SCORE, SBDC, etc.).
Coordinate and conduct one-on-one business counseling sessions or connect clients to appropriate certified advisors.
Develop and deliver or coordinate workshops, training, and educational programming tailored to women entrepreneurs at various stages of business development.
Assist the President or Designee with additional organizational programs and activities as assigned.

Metric Reporting
Analyze program revenues and expenses on an ongoing basis.
Identify strategies to improve program performance and sustainability.
Support achievement of organizational goals and contribute ideas for revenue development.
Prepare grant report metrics detailing program outcomes, including SBA-required WBC annual and semi-annual performance reports (EDMIS data entry, client tracking, training hours, counseling hours, jobs created/retained, capital accessed).
Maintain accurate and up-to-date client records in the SBA’s EDMIS system and any internal CRM or database.
Track and report on program outputs and outcomes including number of clients served, businesses started, revenue generated, and loans/capital obtained by clients.
Collaborate with the Executive Director or Designee on member outreach initiatives to support TBCM growth.

Administrative Operations
Assist with training and retention of interns and volunteers.
Maintain ongoing TBCM communications: answering and returning phone calls, attending workshops, scheduling presenters, responding to online inquiries, emailing participants, and conducting regular participant check-ins.
Support planning of the TBCM calendar and creation of project and event timelines.
Maintain confidentiality of client information in compliance with SBA and organizational privacy policies.
Assist in the development of the annual program workplan and budget in coordination with the Executive Director.
Coordinate with accounting/finance staff to track grant expenditures and ensure compliance with approved budgets.

Qualifications
Proven experience in business incubator services and/or program management, event planning, and communications.
Proficiency in Microsoft Office Suite (Word, Excel, Outlook) and Google Workspace.
Strong written and verbal communication skills with the ability to think creatively and analytically.
Strong interpersonal skills; comfortable engaging with the public and communicating by phone.
Highly organized, dependable, and detail-oriented; ability to manage multiple deadlines simultaneously.
Ability to work independently and as an effective member of a team.
Graphic design, website design, and/or social media skills are a plus.
Bilingual in Spanish and/or Haitian Creole is a plus — strongly preferred given the diverse communities served across Miami-Dade and Monroe Counties.
Familiarity with SBA programs, federal grant compliance, or Women’s Business Center operations is a strong plus.
Knowledge of the South Florida small business and entrepreneurship ecosystem preferred.

Skills & Experience
Minimum three (3) years of experience coordinating business or community programs.
Bachelor’s degree in program management, business administration, nonprofit management, or related field preferred.
Experience in a business incubator or nonprofit organization preferred.
Basic understanding of accounting practices and procedures, including grant budget tracking and expense reporting.
Experience with federal grant administration or compliance (SBA, HUD, DOL, or similar) preferred.
Experience providing or coordinating small business counseling, coaching, or technical assistance preferred.

Compensation & Benefits
Salary is commensurate with experience. This position is in part grant-funded through the U.S. Small Business Administration Women’s Business Center program. Continued employment is contingent upon grant funding availability and satisfactory performance.
