Position Duties

The Office of the Comptroller of Maryland is seeking an experienced, strategic, and collaborative leader to serve as the Director of Government Affairs. The Director of Government Affairs serves as the lead for all government affairs activities within the Office of the Comptroller and is responsible for developing, coordinating, and executing strategies that advance the agency’s legislative and policy priorities at the state, local, and federal levels. The role oversees the department’s strategic state and intergovernmental operations and ensures alignment between internal policy objectives and external governmental engagement.

The Director plays a critical role in shaping organizational culture, strengthening accountability, and establishing clear systems for planning, coordination, and follow‑through. The position supervises four direct reports and works closely with the Chief of Staff and the Comptroller to set strategic legislative priorities, operational expectations, and agency-wide policy direction.

The Director of Government Affairs also leads the Government Affairs Team in developing and implementing strategies to advance the Comptroller’s legislative and policy agenda. This includes coordinating state and intergovernmental operations, supporting legislative efforts, and ensuring seamless communication with lawmakers, legislative staff, government agencies, and key external partners.

The Director will work on a wide range of projects, initiatives, and cross‑departmental efforts that require adaptability, sound judgment, and the ability to manage competing priorities. A successful candidate thrives in a fast‑paced environment, demonstrates a deep understanding of government processes, and brings strong communication and relationship‑building skills.

Minimum Qualifications

  • Education: Possession of a Bachelor’s degree from an accredited four‑year college or university in Public Administration or Policy, Economics, Government, Business Administration, or a related field.
  • Experience: Six years of recent professional experience in policy analysis, economic development, legislation, or business; three years of legislative and/or policy affairs experience; two years of supervision of employees, and/or overseeing and coordinating operations of a unit.
  • Additional experience may be substituted on a year‑for‑year basis for the required education.
  • Additional graduate‑level education at an accredited college or university may be substituted at the rate of 30 semester credit hours on a year‑for‑year basis for the required general experience.
  • Military service experience may be substituted on a year‑for‑year basis for the required education and experience.
  • Foreign education: If a degree was obtained outside of the U.S., proof of equivalence must be provided through a foreign credential evaluation service.
