Responsibilities

  • Provide oversight and leadership for the overall AHP Information Management program.
  • Serve on the AHP Leadership team and as the AHP Security Officer, leading strategic information management and data governance initiatives across Accountable Health Partners.
  • Ensure enterprise data integrity, security, and effective use to support clinical operations, quality improvement, and strategic decision‑making.
  • Oversee the development and implementation of comprehensive data management systems and analytics platforms that align with organizational goals and regulatory requirements.

Essential Functions

  • Oversee day‑to‑day operations of Information Management systems and develop a strategic vision across AHP.
  • Ensure system availability, data quality, and timely delivery of reports and analytics while establishing governance frameworks, master data management practices, and enterprise data quality standards.
  • Provide hands‑on support as needed.
  • Lead, develop, and mentor the Information Management team—managing hiring, onboarding, professional development, goal setting, performance assessment, work assignment, progress monitoring, and obstacle removal through regular conversations and meetings.
  • Foster a culture of continuous learning and innovation.
  • Oversee data integration workflows from EHR, health plans, and third‑party vendors; ensure data quality through audits, coordinate resolution of discrepancies with source system owners, and maintain interoperability across platforms.
  • Provide hands‑on support for troubleshooting integration issues and validating data accuracy.
  • Oversee analytics and reporting functions for population health management, quality programs (HEDIS, Stars), value‑based care, and clinical decision support; manage production and distribution of recurring reports, respond to ad‑hoc requests, guide dashboard and tool development, and refine requirements with stakeholders.
  • Serve as AHP's Security Officer—oversee data security protocols, breach prevention measures, and compliance with HIPAA, HITECH, and organizational policies.
  • Partner with clinical and operational leaders to identify data‑driven improvement opportunities; translate business questions into analytical approaches, coordinate analysis work, and ensure actionable recommendations are presented.
  • Manage relationships with external vendors and technology partners—coordinate implementation projects, monitor vendor performance against SLAs, conduct business reviews, and evaluate new technologies through cost‑benefit analyses.
  • Collaborate with the CFO to prepare and manage the Information Management budget, forecast resource needs, and allocate funds strategically.
  • Represent AHP on UR Medicine and University of Rochester committees.

Minimum Education & Experience

  • Bachelor's degree in Information Systems, Healthcare Administration, Data Science, or related field.
  • Master’s degree preferred.
  • 10+ years of progressive experience in healthcare information management, data analytics, or related field.
  • 5+ years of leadership experience managing technical teams.
  • Equivalent combination of education and experience accepted.

Knowledge, Skills, and Abilities

  • Strong knowledge of healthcare regulations, including HIPAA, HITECH, and data privacy requirements.
  • Experience with EHR systems (Epic preferred), healthcare data warehousing, BI tools (Tableau, Power BI), and SQL databases.
  • Demonstrated expertise in population health analytics, quality measurement (HEDIS, Stars), and value‑based care metrics.
