The Legislative Counsel Bureau (LCB) is seeking a diverse and highly qualified pool of applicants to lead the agency as its Director. The LCB is a nonpartisan, legislative service agency that provides professional, technical and administrative support to the Nevada Legislature, which convenes biennially in odd-numbered years for 120-day sessions and for rare special sessions during the interim periods. The Director’s Office oversees all administrative and technical functions of the LCB and exercises general administrative authority over its five divisions (Administrative, Audit, Fiscal Analysis, Legal and Research) and the State Printing Office. This is a full-time position located in Carson City, Nevada.
Position Description
Under the authority and at the direction of the Legislative Commission, the Director is the executive head of the LCB and is responsible for ensuring the efficient and effective delivery of LCB services, as well as directing and overseeing all administrative and technical activities. The Director exercises administrative authority over the chiefs of the divisions in carrying out their respective duties as prescribed by law. The Director appoints the chiefs of the divisions when vacancies occur, subject to approval by the Legislative Commission. Additionally, the Director serves as the Secretary of the Legislative Commission and the Interim Finance Committee, and as a liaison between LCB staff and the Legislature. Responsibilities of the Director may include, without limitation:
- Providing general oversight of a large staff of talented professionals while fostering a positive and inclusive work environment that promotes teamwork, professionalism and a culture of innovation and creativity;
- Implementing LCB Rules and Policies adopted by the Legislative Commission and ensuring organizational compliance;
- Developing and executing strategic goals, objectives and initiatives aligned with the mission of the LCB and the Legislature;
- Managing LCB resources, including personnel, budgets and operational assets in an efficient and accountable manner;
- Advising the Legislative Commission on policy matters, operational issues and long-term planning considerations;
- Serving as the primary point of contact for Legislators requiring information or assistance in the performance of their legislative duties;
- Serving as primary staff to the Legislative Commission and ensuring appropriate staffing of other legislative committees and meetings;
- Responding to requests for information from the public and the media, in coordination with the Legislative Counsel and General Counsel when appropriate, and representing the LCB and the Legislature with the highest level of professionalism and effective communication;
- Administering the Nevada Lobbying Disclosure Act, which includes ensuring the registration of lobbyists and the investigation of reports of misconduct by lobbyists;
- Preparing, presenting and explaining the LCB budget, including costs associated with the regular session and special sessions and the overall operation of the LCB and various capital improvement projects, and managing the revenues and expenditures appropriated by the Legislature for such purposes;
- Planning, organizing and participating in legislative programs, including training for new Legislators;
- Representing the LCB and the Legislature in interagency, intergovernmental and public settings as appropriate;
- Ensuring compliance with applicable laws, regulations and ethical standards governing LCB operations;
- Overseeing the general maintenance of all legislative buildings and grounds; and
- Performing other duties as assigned.
Minimum Qualifications
TheDirector will be selected with special preference given to the candidate’s deep, practical knowledge of Nevada’s legislative process and a record of excellent leadership reflected in a progressively responsible career path, including significant managerial experience. A qualified applicant must have: (1) a bachelor’s degree from a fully accredited college or university; (2) an advanced degree in law, business administration, government administration or management, public administration or management or a related field; and (3) at least 8 years of experience managing and supervising a large operation, agency or entity, including responsibility for a significant and dynamic workforce.
The ideal candidate will demonstrate:
- The ability to communicate clearly, tactfully and persuasively, both verbally and in writing, including presenting information to public bodies and speaking and writing in a cogent and persuasive manner;
- A general understanding of employment laws, regulations and best practices, including civil rights, equal employment opportunity and labor relations laws, and the ability to work in consultation with the Employment Law Unit of the LCB as appropriate;
- Extensive experience in providing high-quality staff support in a legislative environment or to other elected officials;
- A thorough understanding of Nevada Law and the operations of the LCB and the Legislature;
- Effective use of qualitative and quantitative analytical skills to analyze issues, solve problems and identify practical solutions;
- Strong critical thinking and sound professional judgment;
- A high level of comfort leading and participating in difficult or sensitive conversations;
- Strong organizational, planning and time management skills, with the ability to manage multiple priorities and deadlines;
- Uncompromising integrity and adherence to the highest standards of ethical and professional conduct;
- Demonstrated ability to uphold discretion, nonpartisanship and strict confidentiality;
- Proven ability to engage in strategic planning processes and translate plans into effective organizational change;
- Proficiency in formulating and presenting objective, nonpartisan findings and recommendations; and
- The ability to work collaboratively and maintain effective working relationships, both internally and externally, including consulting with and seeking advice from subject matter experts within the LCB when appropriate.
Salary
The annual salary for this position is up to $236,570 under the employee/employer paid retirement option. An employer-paid contribution plan is also available with a reduced salary in lieu of an employee contribution. Actual starting salary will be based on experience.

Working Conditions
The work is performed in a typical office environment. Significant overtime will be required as necessary to meet the demands of the Legislature, particularly during peak periods, including preparation for and participation in audits, budget development, legislative sessions and year-end processes. When overtime is worked, the Director may earn compensatory time that may be taken at a later date or be paid for overtime, consistent with the LCB Rules and Policies and subject to budgetary limits. Regular travel to Las Vegas and occasional travel to other locations is required. Such travel may be outside normal business hours.
