Duties

Supervise the Public Affairs Office staff, plans and assigns work to subordinates, and determines work schedules and priorities.

Provide advice and assistance to the District Commander, Deputy Commander, Chief of Staff, and other staff elements on potential problems and effective responses on all matters relating to the public affairs program.

Develop key messages and talking points related to the District's missions and programs that integrate Division, Corps, Army, Department of Defense, and national policies.

Design communications strategies for internal and external audiences that incorporate key messages and input from leadership and subject‑matter experts.

Conditions of Employment

Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.

Appointment to this position is subject to a one‑year probationary period unless the appointee has previously met the requirements described in 5 CFR Part 11.

A one‑year probation is required to assess your ability to perform supervisory duties unless previously completed.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application.

Specialized Experience
One year of specialized experience which includes writing informational materials such as news releases, fact sheets, brochures, and speeches; preparing and conducting audio‑visual presentations; developing and maintaining effective communications with print and broadcast media representatives; developing web and strategic electronic‑communication products; and analyzing and evaluating the impact and effectiveness of program communication plans. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS‑12).

For this job, you must meet the qualification requirement using experience alone—no substitution of education for experience is permitted.

Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS‑12).

Additional Information

Male applicants born after December 31, 1959, must complete a Pre‑Employment Certification Statement for Selective Service Registration.

You will be required to provide proof of U.S. Citizenship.

This position requires a one‑year probationary period during which the agency evaluates your fitness and whether your continued employment advances the public interest.

Direct deposit of pay is required.

Selection is subject to restrictions resulting from Department of Defense referral system for displaced employees.

This is a Professional Services Career Field position.

Salary includes applicable locality pay or Local Market Supplement.

Permanent Change of Station (PCS) allowances may be authorized, subject to the provisions of the Joint Travel Regulations and an agency determination that a PCS move is in the Government Interest.
