Responsibilities
General:
Develops and implements new human resources policies, practices and procedures to meet the evolving needs of the Organization.
Monitors and ensures the implementation of human resources policies, practices and procedures.
Keeps abreast of developments in various areas of human resources.
Prepares reports and participates and/or leads special human resources projects.
May plan, organize, manage and supervise the work of the Unit/Section assigned.
Talent Management for the RC Track:
Designs and leads an outreach strategy to attract qualified candidates from outside the UN to the RC track.
Manages the RC/HC Talent Pipeline in collaboration with OCHA.
Manages the Resident Coordinator Assessment Centre (RCAC).
Engages with potential candidates, RC/HC Talent Pipeline members and RC Pool members to provide career counselling and support.
Projects and monitors vacant Resident Coordinator posts.
Reviews recommendation on the selection of candidates.
Serves as ex‑officio secretary to appointment and promotion bodies, examination boards, and prepares and presents cases to these bodies.
Participates in task forces and working groups identifying issues/problems, formulates policies and guidelines, and establishes new procedures.
Represents the Organisation with full delegation of authority in discussions with senior government officials on recruitment and other human resources matters.
Plans, organizes, develops, coordinates and administers the programmes and tests related to recruitment of candidates for the RC track.
Staff Development and Career Support:
Identifies and analyzes development and career support needs of RC/HC Talent Pipeline and RC Pool members and designs programmes to meet identified needs.
Prepares monitoring reports on staff development and career support programmes.
Analyzes staff development and career support plans to ensure consistency with overall organisational goals and policies.
Evaluates effectiveness and impact of staff development and career support programmes and recommends enhancements.
Provides advice on mobility and career development for RC/HC Talent Pipeline and RC Pool members.
Formulates examination policies and develops and prepares examination questions and papers.
Supervises and monitors the work of junior human resources officers.
Conducts research in preparing policy papers, position papers and briefing notes on examinations and tests.
Collects and analyzes data to identify trends or patterns and provides insights through graphs, charts, tables and reports using data‑visualisation methods.

Education
Advanced university degree (Master’s degree or equivalent) in human resources management, business, public administration, social sciences, education or related field. A first‑level university degree with qualifying experience may be accepted in lieu of the advanced degree. Completion of data analytics, business analytics or data science programmes is an advantage.
Work Experience
A minimum of seven (7) years of progressively responsible experience in strategic human resources management, including talent management, is required. Experience analysing and presenting large data sets, building senior leadership pipelines, working with senior UN leaders, inter‑agency or multi‑stakeholder collaboration, and within the United Nations system or comparable international organisation is desirable.
Languages
English – fluency required. French – knowledge desirable. Knowledge of another UN official language is an advantage.
Assessment
Evaluation may include an assessment exercise followed by a competency‑based interview.
Appointment
Appointment against this post is open for an initial period of one year and may be subject to extension subject to legislative body funding availability.
