Job Purpose
Reporting to the Deputy Director, the Chief of Destination Marketing and Communications is responsible for promoting tourism development, leading destination initiatives and campaigns for the Department of Economic and Workforce Development in accordance with the strategic plans for the County and the Department. The role requires marketing, public relations and management skills.
Essential Job Duties
Leading destination marketing and promotional efforts within the Department of Economic and Workforce Development
Leveraging the County's investments in tourism, demonstrating a return on investment, and enhancing quality of life measures
Leading as the point person for the division's agency of record
Creating overall brand strategy, including partnerships, utilization of earned, traditional, and paid media
Developing tourist/visitor collateral, including the annual Visitor's Guide
Overseeing the execution of Baltimore County Restaurant Weeks
Working collaboratively with division staff to ensure performance metrics are met
Utilizing grant and local funds effectively, working within Department and Purchasing requirements/procedures, and maintaining statistical and financial records
Developing communication strategies for platforms, including newsletter, website, and social media
Writing reports, plans, and press releases
Serving as liaison to tourism partners, external stakeholders, local and industry media, commission members, and other additional functions
Collaborating with Maryland Office of Tourism Development on tourism strategies and economic impact studies
Conducting and utilizing market research

Qualifications
Graduation from an accredited college or university with a Bachelor's degree or higher in a related field.
Plus
At least five years of experience in the tourism or hospitality industry preferred.

Knowledge of the tourism industry
Experience developing, enhancing, and marketing a local jurisdiction's brand. Expertise in social media and marketing

Intermediate level computer skills, including Microsoft Office Suite and other related software

Possession of a valid driver's license equivalent to a noncommercial, class C Maryland driver's license is required at the time of appointment.

Health Insurance

Flexible Spending Accounts

Life Insurance
In order to qualify for life insurance benefits, part-time employees must be scheduled for four (4) full work days plus two (2) hours each week. Employees may elect basic term life insurance for themselves equal to one time the employee's annual salary, rounded to the next higher $1,000. Employees contribute a portion of the premium through monthly payroll deductions. The County also offers an Additional/Employee paid Life Insurance plan with coverage up to $100,000.
Retirement
Employees are required to participate in the Baltimore County Employees' Retirement System, with very limited exceptions.
Paid Leave
Sick Leave
- Monthly sick leave earnings prorated based on the number of hours worked per week. No maximum on accrual. Accrued balance can be applied toward service credit at retirement.
Vacation Leave
- Monthly vacation leave earnings prorated based on the number of hours worked per week. Earnings increase after five, ten and fifteen years of service generally.
Holidays
- Part-time 30 to 39 hour non-merit or non-classified employees will generally be paid for ten holidays per calendar year. Other part-time, non-merit or non-classified employees working 29 hours per week or less will receive two paid holidays per calendar year. These holidays are the Christmas holiday and the Independence Day holiday.
