Job Responsibilities

  • Senior leadership position responsible for program management, fiscal management, and oversight of five state‑operated Intermediate Care Facilities for Individuals with Intellectual Disabilities (ICF‑IID) and the supervision of respective facility administrative personnel. Requires in‑state travel on a recurring basis.
  • Provides guidance and supervision to Facility Administrators and personnel with responsibilities impacting facility operations; ensures compliance with Centers for Medicare & Medicaid Services (CMS) State Operations Manual provisions, federal and state rules and regulations pertaining to ICF‑IID.
  • Proactively engages employees to build relationships, establishes clear roles, responsibilities and expectations, motivates staff to connect duties to OIDD’s mission, drives accountability and makes productive decisions.
  • Facilitates organizational and operational uniformity among all OIDD‑operated Regional Centers.
  • Identifies improvement projects, develops guidance/parameters, sets milestones, ensures accountability for results, and briefs higher‑level managers on status.
  • Ensures state‑operated ICF‑IID comply with federal and state labor laws and Department of Labor (DOL) regulations; prevents pay below federal minimum wage; develops therapeutic and non‑work activities for consumers; explores opportunities for self‑advocacy, volunteerism and community inclusion.
  • Establishes capacity within OIDD‑operated Regional Centers to provide emergency care for individuals in crisis.
  • Serves as Interim Facility Administrator at ICF‑IID in absence of a Facility Administrator.
  • Performs special projects and other administrative duties as assigned by Deputy Director of Operations.

Minimum & Additional Requirements

  • Bachelor’s Degree and at least five (5) years of leadership experience.
  • Licensed Nursing Home Administrator or Qualified Intellectual Disability Professional (QIDP). A QIDP is an individual who possesses the following minimum qualifications:
    • At least one (1) year of experience working directly with persons with intellectual or other developmental disabilities.
    • Is a doctor of medicine or osteopathy, a registered nurse, or holds at least a bachelor’s degree in one of the following professional categories: occupational therapy; occupational therapy assistant; physical therapy; physical therapy assistant; psychology; sociology; speech‑language pathology or audiology; recreation; dietetics; or human services.

Preferred Qualifications

  • Progressive leadership experience in an ICF‑IID, long‑term care, or services for individuals with intellectual and developmental disabilities and/or demonstrated success overseeing multi‑site ICF‑IID operations or large, complex residential programs.
  • Knowledge of agency mission, vision, and services.
  • Working knowledge of the network of agencies contracting with OIDD to deliver services.
  • Knowledge of federal and state regulations pertaining to operation 1915(c) home and community based waiver services, Medicaid state plan services, and services available through other state agencies.
  • Ability to supervise and communicate effectively with personnel, both stationed and out‑stationed.
  • Ability to establish key performance indicators (KPI) for internal agency operations and other programs operated directly and indirectly by SC‑OIDD.

Employment Contingency

Employment is contingent upon receipt of required pre‑employment screenings: medical screening (including drug screening), background record checks (including fingerprinting), South Carolina Department of Social Services Child Abuse and Neglect Central Registry screening, U.S. Department of Health and Human Services Office of Inspector General "List of Excluded Individuals/Entities" screening, South Carolina Department of Motor Vehicles Driving Record check, and review of transcripts verifying educational credentials. Immunization

If the position requires direct work with consumers of the South Carolina Department of Behavioral Health and Developmental Disabilities Office of Intellectual and Developmental Disabilities, tuberculosis (TB) skin or blood testing must be completed prior to employment. New healthcare provider employees must provide documentation of immunity or be immunized against measles, mumps, rubella, pertussis, varicella, and hepatitis B.
