Program Manager – Health and Wellness Division
Nevada County Public Health is seeking a dynamic supervisor for our Health and Wellness Division. The Program Manager directs the staff and work of multiple programs including Tobacco Use Prevention, Alcohol and Other Drug Prevention, Suicide Prevention, HIV Case Management, Oral Health, nutrition education, physical activity, and Women, Infants and Children (WIC) programs. The role focuses on prevention of chronic diseases through education, outreach, training, direct services, policy, systems, and environmental change work while engaging local youth, community-based organizations, and local leaders. The Program Manager works closely with internal and external partners to achieve department and organization goals while serving on the department’s Senior Leadership Team.
Responsibilities
Provide strategic guidance to programs and staff.
Oversee grants, budgets, and contracts for assigned program areas.
Develop and review program policies and procedures; interpret and apply relevant laws, rules, and regulations.
Supervise staff, ensure training and development, conduct performance evaluations, and assign and review work.
Establish a supportive work environment and team culture.
Demonstrate leadership aligned with the department’s values and operating principles.
Interview and recommend candidates for positions.
Prepare, review, and respond to communications from state and local agencies and partner organizations.
Maintain collaborative relationships within the department and with county partners.
Provide professional and technical consultation on complex program matters.
Coordinate and support coalition work through meeting facilitation and strategic guidance.
Qualifications
Knowledge of:
Program development and evaluation.
Techniques for organizing and motivating individuals and groups.
Public health, health education, and prevention.
Supervision and management principles, employee development, and public relations.
County service delivery and application.
Public and grant funding and budget preparation.
Ability to:
Develop, implement, and evaluate services or programs.
Establish and maintain program objectives, priorities, and policies.
Plan and assign workloads clearly and effectively.
Train, develop, and motivate staff.
Interpret laws and policies as they apply to program rules and regulations.
Complete special projects involving program knowledge.
Collaborate with community organizations, government agencies, and others.
Communicate effectively in public and in writing to diverse audiences.
Analyze complex problems, evaluate alternatives, and make sound recommendations.
Assist in preparation and administration of a program budget.
Multi-task and prioritize administrative and programmatic duties.
Education & Experience:
Bachelor’s degree in environmental health, physical science, business, social services, sociology, psychology, or related field, plus at least three years of advanced‑level program experience, preferably in a community‑based organization.
OR
Master’s degree in environmental health, physical science, public health, health services administration, business, public administration, social sciences, psychology, counseling, social work, or related field, plus at least two years of advanced‑level program experience, preferably in a community‑based organization.
