Safe Place for Youth (SPY) is the leading service provider for youth experiencing or at-risk of homelessness in West Los Angeles. Founded in 2011, SPY offers trauma-informed, low barrier programs that support young people in exiting the streets and achieving stability. Our continuum of care includes street outreach, drop‑in services, health and wellness programming, case management, education and employment services, and housing programs.

About the Role
The Access & Engagement Program Supervisor bridges SPY’s drop‑in Access Center and street‑based Outreach & Engagement programs. The role oversees day‑to‑day operations of the Access Center and supervises an outreach team conducting street‑based services across Service Planning Area 5 (SPA 5). The ideal candidate has a foundation in trauma‑informed care, Positive Youth Development, and community outreach.

What You’ll Do
Access Center Operations

Oversee, grow, and develop Access Center programs using Positive Youth Development and trauma‑informed approaches

Provide oversight of programming, volunteers, and case management including contracts with Probations, Youth Family Reconnection, and Problem Solving

Assure high‑quality front desk operations and flow

Assess and maintain a consistent schedule for engaging, youth‑centered programming focused on empowerment, development, and healing arts approaches

Lead weekly restorative justice meetings and implement a restorative justice approach in member accountability

Manage co‑locating Access Center partnerships on site and serve as SPY point of contact for partners

Manage facility needs and ensure upkeep of the physical Access Center space

Manage Access Center budgets and resolve administrative problems through data analysis and identifying solutions

Provide strengths‑based supervision for supervisory staff, Access Center teams, outreach support workers, youth liaisons, and interns

Responsible for day‑to‑day assignments, onboarding, training, and regular check‑ins with direct reports

Host weekly one‑on‑one supervision meetings with each team member to provide support and address concerns

Outreach & Engagement

Conduct street‑based outreach on foot and in a company vehicle to transitional‑age youth (TAY) experiencing homelessness, including collaborative outreach with partner agencies

Distribute snack packs, hygiene kits, sleeping bags, tents, and other essential items to youth in need

Create weekly outreach work plans and schedules covering different cities within SPA 5

Build and maintain professional relationships with surrounding agencies and community partners supporting individuals experiencing homelessness

Track and oversee outreach team data in alignment with RHY grant guidelines

Ensure timely completion of monthly and bi‑monthly reports

Manage and track financial expenses for the outreach program

Support drop‑in and other on‑site activities when needed

Manage all Access Center and outreach data, reports, and contract expectations

Ensure all data is recorded accurately on a daily basis

Prepare reports, analyze data, and identify solutions to administrative challenges

Other duties to support the organization’s mission and goals

Requirements
What You’ll Need

Bachelor’s or Master’s degree in Social Work, Psychology, Sociology, or a related field is preferred (not required).

2–5 years of experience working in a social service setting with individuals experiencing homelessness or at‑risk youth is required.

2–3 years of experience providing direct services and street‑based outreach is required.

1–2 years of experience working specifically with youth experiencing homelessness or at‑risk is required.

At least 2 years of experience providing or overseeing case management programs is preferred.

1–3 years of supervisory or staff management experience is required.

Demonstrated knowledge of issues impacting homeless youth and familiarity with social service resources is required/preferred.

Experience with gang intervention and community‑based work is a plus.

Strong understanding of positive youth development, trauma‑informed care, de‑escalation techniques, and harm reduction models is required.

Excellent crisis intervention skills.

Ability to work effectively with diverse populations, including varying races, ethnicities, backgrounds, and sexual orientations, with cultural humility and responsiveness.

Experience supporting or supervising staff with lived experience (e.g., formerly unhoused or system‑involved) is preferred.

Work Environment and Physical Requirements

Prolonged periods of sitting at a desk and working on a computer.

Changes in the environment, such as the office or outdoors.

Physical effort/lifting up to 15‑20 pounds at times.

Special Conditions
Mandated Reporting Requirements:

The person holding this position is considered a “mandated reporter” under the California Child Abuse and Neglect Reporting Act and is required to comply with the requirements set forth in CSU Executive Order 1083 Revised July 21, 2017 as a condition of employment.

COVID‑19 Vaccination Requirements:

The State Health Officer requires paid and unpaid workers of homeless services organizations to provide proof of vaccination or participate in weekly COVID‑19 testing if still not fully vaccinated. Proof of vaccination must be provided to HR@safeplaceforyouth.org. If unvaccinated, the candidate will be required to produce a negative test result within 72 hours of the first day of employment and commit to weekly testing. Reasonable accommodations or exemptions can be requested from HR.

Driver Position
Applicants are required to provide a copy of their valid driver’s license and proof of insurance. Job offers are contingent upon a satisfactory driving record. Driving is an essential job function and cannot be reasonably accommodated. Employment may be discontinued if conditions are not met.
