Job Description
AECOM is seeking a Commercial Manager to be based in our Baltimore, MD office to support the B&P Tunnel Replacement (BPTR) Program and other project opportunities at AECOM.

The B&P Tunnel Replacement Program will upgrade a ten-mile section of the Northeast Corridor (NEC), America’s busiest passenger rail line. As the delivery partner for Amtrak, the team supports Amtrak with program management, design oversight, construction oversight, commissioning oversight, program controls, and commercial and capacity building. The program will also include new roadway and railroad bridges, new rail systems and track, and a new ADA‑accessible West Baltimore MARC station.

The Commercial Manager will oversee the administration and performance of the contract(s). This role ensures effective contract management, compliance, and communication throughout the design phase and contract closeout. The position requires regular attendance at the Integrated Project Office (IPO) in Baltimore, with flexibility for travel and remote work as appropriate. The Commercial Manager is responsible for overseeing design management processes, leveraging commercial and contractual expertise to address complex challenges, and ensuring effective collaboration across multidisciplinary teams to align design objectives with business goals.

Key Responsibilities

Administer contract(s) ensuring compliance and performance.

Manage contract modifications, change orders, and claims resolution.

Serve as primary interface for commercial and contractual challenges during design progression.

Monitor financial performance, identify risks, and recommend corrective actions.

Support dispute resolution and DRB processes.

Review invoices and deliverables for compliance with contract terms.

Coordinate closely with Procurement and COTR on official contract actions.

Maintain vital records for audits, grants management, and contract closeout.

Trend and manage E&O activities and commercial impacts on construction packages.

Prepare weekly performance updates for leadership.

Lead development and maintenance of project risk registers.

Support negotiations for contract change orders and variations.

Manage design issues impacting construction packages.

Qualifications
Minimum

Bachelor’s degree in Engineering, Construction Management, or related field.

8 years of experience in design management and contract administration or related field, or demonstrated equivalency of experience and/or education.

Proficiency and knowledge of commercial and contractual processes in large‑scale infrastructure projects.

Experience managing complex contracts and resolving disputes effectively.

Proficient in articulating ideas clearly, negotiating agreements, and managing stakeholder relationships.

Experience analyzing problems, forecasting risks, and implementing solutions.

Experience with invoice review, audit support, and grants management.

Preferred

Professional Engineer (PE) license.

Legal or advanced commercial experience.

15 years of experience in design management and contract administration.

Rail industry experience.

Experience with alternate project delivery methods such as CMAR, design‑build, or P3 on major capital programs.

Experience with infrastructure design and construction program and contract management, including working knowledge of construction contracts, technical specifications, and engineering drawing interpretations.

Experience preparing and administering change orders, Requests for Equitable Adjustments (REAs), delay and impact claims.

Experience supporting mediation, arbitration, and dispute resolution.

Knowledge of federal competitive procurement processes and regulations.

Results focused and self‑directed with the ability to manage multiple project team members, consultants, and contractors for specific initiatives.

Additional Information

Sponsorship for U.S. employment authorization is not available now or in the future for this position.

Relocation is an option for this position.

Adherence to BPTR program policies is mandatory.

Compensation
The offered rate of compensation will be based on individual education, qualifications, experience, and work location. The range for this position is $140,000 to $209,613.30 per year.
