Responsibilities
- The Unit Director performs highly complex managerial work administering and overseeing the daily operations, programming and activities of a cluster of homes at the designated State Supported Living Center (SSLC). Each home provides individuals with a safe and homelike environment with individualized supports and services to reach their full potential, including 24-hour residential services, behavioral treatment services, health care services, and skills training.
- Manages and coordinates residential services in the assigned homes to ensure active treatment, health, safety and pursuit of personal goals for the individuals residing in the unit. Manages all residential services/direct support staff assigned to the homes.
- Ensures services such as psychology/behavioral services, active treatment/vocational services, nursing, medical, and QID services are well integrated to provide optimal supports.
- Ensures that structure, staffing, and operations conform with best practices, settlement agreements, and laws to provide optimal care.
- Establishes goals and objectives, proactively addresses issues, and pursues continuous quality improvement. Develops strategic plans with SSLC leadership and schedules standards and processes to achieve goals.
- Responds to crisis/emergency situations and provides leadership in meetings representing the assigned homes.
- Works under supervision with latitude for initiative; in SSLCs with a unit model, manages programming and treatment functions of the home, including supervising staff across disciplines.
- Hires, develops, schedules, and oversees staff for assigned homes; ensures an adequate and well-trained workforce.
- Performs related duties as assigned, including serving as Administrator on Duty in rotation and on-call as needed.
Essential Job Functions (EJFs)
- Attend work regularly and adhere to the assigned shift schedule; may work rotating shifts or overtime as needed.
- Serve in an on-call status on a rotating schedule to meet operational needs.
- Develop strategic plans with local SSLC leadership; implement objectives toward goals and ensure quality improvement and compliance with the DOJ Settlement Agreement.
- Manage day-to-day activities, operations and delivery of programs to ensure 24/7 services; oversee DSP staffing and provide guidance to the interdisciplinary team to ensure integrated programs.
- Respond to crisis/emergency situations and take immediate action; provide leadership to supervisory staff and coordinate services such as behavioral health plans, ISP processes, and QIDP activities.
- Coordinate, implement and evaluate operational policies; ensure staff are trained on policies and resident plans; monitor for compliance and address implementation challenges.
- Provide technical guidance on conflict resolution and personnel issues; hire, train, and promote staff; ensure training compliance and staff development; focus on retention.
- Provide expertise to staff for working with individuals with challenging behaviors; model care for complex needs.
- Review and approve reports related to staffing, quality improvement, and corrective actions; analyze turnover and overtime and take action to improve.
- Collaborate with department heads to ensure quality of work across clinicians and staff; supervise and provide professional guidance to interdisciplinary teams.
- Attend and lead meetings and committees related to residential services; support integrated team efforts for highly complex individuals.
- Perform other duties including disaster response, COOP, or other agency obligations as assigned.
Knowledge, Skills And Abilities (KSAs)
- Knowledge of Texas Administrative Code, HHSC policies, DOJ Settlement Agreement, and Life Safety Code.
- Knowledge of quality services for individuals with intellectual disabilities; knowledge of behavior support, skill acquisition, and psychiatric plans.
- Knowledge of medications used in behavior support and related tracking systems; trauma-informed care.
- Skills in working with ICF/IID standards and applicable laws; analytical and policy development skills.
- Skill in managing large teams, coaching, leading, and implementing programs; proficiency with computer tools (Word, Excel, PowerPoint, Access, Outlook, SharePoint).
- Ability to present information to management and external audiences; manage a residential unit with multiple disciplines; set goals and priorities; manage crises; organize information effectively; solve complex problems; manage time with independence; make sound judgments; work in a team and train staff; conduct root cause analyses and develop policies and manuals.
Registrations, Licensure Requirements Or Certifications
- Must possess valid Texas driver’s license or obtain within 90 days; out-of-state license requires a driving record; eligible driving record per HHSC policy.
Initial Screening Criteria
- Bachelor’s degree from an accredited college or university; and two (2) years of experience with people with intellectual and developmental disabilities in a residential setting, and at least one (1) year of experience leading multiple staff members.
- OR four (4) years of experience with people with intellectual and developmental disabilities in a residential setting, and at least one (1) year of experience leading multiple staff members.
