As a Marketing and Communications Specialist, you are responsible for creating and coordinating digital content, campaigns, and initiatives for NDOT across state platforms.
Responsibilities
Contribute to the development and upkeep of the NDOT website.
Develop strategies for stakeholder engagement through digital platforms.
Develop and manage communication plans to support assigned initiatives, projects, and public engagement for multiple areas in the agency.
Create and design handouts, marketing materials, and digital content for social media, website, video, writing pieces, and internal communications for assigned projects, initiatives, and campaigns.
Assist in oral and written communication, video production, website content, graphic design, publications, and public information efforts for the Communications and Public Policy Division, the Director’s Office, and all divisions of the agency.
Interact and respond to digital content messages, replies, and comments.
Use analytics to judge and drive the reach and success of demand generation for assigned initiatives, projects, and campaigns.
Develop and maintain strong relationships with internal and external stakeholders associated with NDOT’s mission and goals.
Recommend policies and procedures to leadership to increase the impact and effectiveness of the NDOT’s public‑information functions and activities.
Perform other necessary duties to help meet the agency's mission and values.
Minimum Qualifications
Bachelor’s Degree in journalism, communications, marketing, public relations, advertising, graphic arts, digital media, videography, or related field.
At least one year of experience in coordinating, planning, and managing public relations/publicity campaigns, mass media communication activities, and/or public information programs.
Preferred Qualifications
Experience developing and designing web pages to reach stakeholders and members of the public.
Experience working with State or Federal Agencies.
Experience prioritizing multiple high‑priority and time‑sensitive requests.
Experience with graphic design, social media content creation, journalism, media relations, digital media platforms, and public policy.
Other Requirements
Must have a valid driver’s license or ability to provide independent authorized transportation.
Occasional overnight travel.
Regular and reliable attendance is required.
No remote or hybrid work option for this position.
Knowledge, Skills, and Abilities
Knowledge and clear understanding of traditional media and digital media content platforms and management tools.
Proficiency with Microsoft Word, Excel, PowerPoint, Adobe Suite (Photoshop, Illustrator, InDesign and/or Premiere).
Experience with digital media content publishing platforms (Sprout, Hootsuite, TweetDeck) and social media platforms (Facebook, Twitter, Instagram, LinkedIn, YouTube).
Ability to create engaging print and digital content using the above software.
Ability to speak with the media and provide written information through press releases or stories using AP style writing.
Multitasking and ability to work across functions with varied personality types.
Ability to work independently and coordinate within a team environment.
Ability to stay up‑to‑date with trends and best practices for traditional and digital content.
Judgment meeting the agency’s standard of excellence when interacting with stakeholders.
Capacity to adapt to advancements in the digital content industry.

Pay Range
$22.007 - $32.441 per hour. Pay rate may be commensurate with education and/or experience within fiscal constraints if approved. (July1st pay increase: $22.205 - $33.171/hr).
