PROGRAM MANAGER (Domestic Violence)

Starting Salary: $89,112.00 annually

Successful candidates must pass a drug screen and a background investigation. Persons offered employment must pass all pre-employment exams before appointment.
Under direction, the class manages the operational and administrative functions of a public service program of considerable size and scope. Positions allocated to this classification are responsible for program management responsibilities that span across multiple occupational and functional areas; and performs related duties as required.
Essential Duties
Provide intentional supervision and leadership to a team of Victim Specialists, ensuring consistent case follow-up, guidance, accountability, and trauma-informed service delivery across districts.
Oversee and support day-to-day victim service operations, including case consultation, crisis response coordination, and service alignment with Department policies and confidentiality standards.
Lead weekly supervision and coaching practices that support staff development, critical thinking, and professional growth.
Identify emerging gaps or operational barriers and contribute to the development of policies, procedures, and programmatic improvements that strengthen survivor-centered responses.
Maintain strong working relationships with sworn personnel, community partners, and internal stakeholders to support coordinated responses.
Support data tracking, reporting expectations, and quality assurance practices to ensure program accountability and informed decision-making.
Assist the Assistant Director with special initiatives, program implementation efforts, and organizational priorities as identified.

THIS POSITION IS EXEMPT FROM THE CAREER SERVICE.
Minimum Qualifications
Education, Training, and Experience
Nine (9) years of work experience in the planning, implementation, or administration of programs or projects, OR
Graduation from an accredited college with an associate’s degree, in a field related to the responsibilities of the position, plus seven (7) years of experience in the planning, implementation or administration of programs or projects OR
Graduation from an accredited college or university with a bachelor’s degree, in a field related to the responsibilities of the position, plus five (5) years of work experience in the planning, implementation or administration of programs or projects, OR
Graduation from an accredited college or university with a master’s degree or higher, in a field related to the responsibilities of the position, plus four (4) years of experience in the planning, implementation or administration of programs or projects

Selection Requirements
This position requires applicants to complete an interview. The interviewed candidate(s) possessing the qualifications best suited to fulfill the responsibilities of the position will be selected.
