Scope of Job: To manage and oversee the planning, organization and administration of the Small Business Development Center (SBDC). Responsible for providing senior leadership skills and direction for the daily operation of the SBDC.

Description of Duties

  • Provides leadership, direction, and oversight for the SBDC and its staff to achieve program objectives.
  • Manages and prepares program grant application, budget, and required reports to maintain program compliance standards.
  • May provide leadership and supervisory support to other Small Business Development functions of the Office of Workforce & Economic Development, as assigned.
  • Achieves established programmatic performance benchmarks and utilizes effective methods for program sustainability, growth, and status.
  • Oversees and implements Center priorities and goals.
  • Establishes and maintains resource partnerships.
  • Manages client development and outreach activities.
  • Interprets and markets program and services.
  • Continuously evaluates program progress and quality to ensure efficiency, effectiveness and synergy.
  • Researches potential funding sources as applicable.
  • Establishes liaisons with local businesses, public officials, and economic development organizations to promote region.
  • Coordinates with or consults to business clients, cities, counties, and school districts for consulting on projects.
  • Develops appropriate internal or external reports as required for the project or program.
  • Oversees the development and completion of research and survey designs.
  • Develops and monitors assigned budgets to ensure compliance with prescribed regulations and procedures.
  • Researches, writes, and develops proposals in support of Center’s mission and goals.
  • Provides guidance and assistance in the research and development activities for the Center.
  • Performs personnel administrative functions (e.g. hiring, training, supervising, evaluating, providing professional development opportunities, etc.) for the purpose of maintaining adequate staffing, enhancing productivity of personnel and ensuring department/program outcomes are achieved.
  • Promotes organizational policies and procedures in compliance with local, state, and federal rules and regulations.
  • Performs other duties as assigned.

Direct supervision of assigned staff.

Required Education

Bachelor’s degree from an accredited university. Other discipline areas will be considered if past work experience was attained in administration, budget management or project management capacity related to the duties above.

Preferred Education

Master’s degree from an accredited university.

Licenses/Certifications

None.

Required Experience

Five (5) years progressively responsible professional experience related to the area, including experience in business, management, marketing, consulting, training or a related field to include supervisory experience. Experience in small business consulting, program administration, budget management and project management and knowledge of grant proposal development process.

Preferred Experience

Experience obtained in a Small Business Development center within higher education.

Working Conditions

Needs to be able to successfully perform all required duties. Work is performed primarily in a general office environment. Some travel and evening/weekend work is required. UTRGV is a distributed institution which requires presence at multiple locations throughout the Rio Grande Valley.

Exceptional planning and organizational skills. Strong effective written and verbal communication skills. Possess excellent interpersonal, influencing and collaboration skills. Ability to communicate effectively both orally and in writing. Ability to multi-task and interact successfully with different constituencies, including administrators, government representatives, and third‑party agencies.
