Job Summary
Under general direction, completes professional communications work in the development and execution of external and employee communications for the Brownsville Public Utilities Board (BPUB).
Responsibilities
Act as spokesman to the press on utility matters; handle press contact, arrange interviews, and public comments on company‑related issues.
Execute comprehensive outreach strategies, coordinating community engagement initiatives, sponsorships, and internal events.
Produce communications tools—including press releases, editorials, annual reports, collateral materials, social media content, web pages, and newsletters.
Collaborate with utility departments and the Communications & Public Relations team to identify opportunities, develop and implement communications plans.
Coordinate advertising and promotion campaigns; serve as primary contact for advertising agencies, graphic design firms, and other communications subcontractors.
Participate in the recruitment and selection of vendors.
Translate verbatim and idiomatic information conveyed in both English and Spanish.
Assist senior/lead positions as described below.
Senior Communications & Public Relations Coordinator (additional duties)
Provide leadership, training, and guidance to lower‑level staff.
Coordinate the monthly bill inserts schedule and manage an annual calendar of outreach activities and monthly themes.
Develop communication plans and strategies for various issues and projects.
Lead Communications & Public Relations Coordinator (additional duties)
Oversee the development of Request for Proposals (RFPs) and Request for Quotations (RFQs).
Serve as BPUB liaison for the Public Utilities Board Consumer Advisory Panel (PUBCAP).
Communications & Public Relations Administrator (additional duties)
Supervise, assign work, and evaluate subordinate departmental staff; assume duties in the manager’s absence.
Administer BPUB’s sponsorship program and manage vendor contracts.
Knowledge, Skills, and Abilities
Knowledge of communications and public relations principles, practices, and techniques.
Experience creating, developing, and managing written content.
Proficiency in Microsoft Office.
Strong interpersonal skills for interacting with external and internal stakeholders, including the press.
Excellent communication and writing skills in English and Spanish.
Diplomatic, clear, and effective communication style.
Ability to work independently and be self‑motivated.
Education & Experience Requirements
Bachelor’s Degree from an accredited university with major coursework in communications, marketing, advertising, or a similar field.
Two (2) years’ experience in marketing communications, advertising, and/or public relations.
Senior Communications & Public Relations Coordinator: One (1) additional year of relevant experience.
Lead Communications & Public Relations Coordinator: Two (2) additional years of progressively responsible directly related work experience.
Communications & Public Relations Administrator: Three (3) additional years of progressively responsible directly related work experience.
Certificates, Licenses, Registrations
Valid Texas Driver’s License (or receipt of one within 90 days of relocation) and a safe driving record, as required by company policy.
Physical Demands
Ability to lift, push, or pull objects weighing up to 20 pounds.
Work performed in a normal office environment with some field exposure to outdoor temperatures or dust.
Eligibility for Employment
Prohibition on hiring any person related to BPUB Executive Management within the third degree of consanguinity or second degree by affinity.
No hiring of anyone related to any member of the Board of Directors or City Commission within the third degree of consanguinity or second degree by affinity, in accordance with the Charter and Statute prohibitions on nepotism.
