Director - Integrated Teaching and Learning

Purpose Statement
The Director of Integrated Teaching and Learning leads and coordinates teaching and learning services and related regional initiatives across the ESD service area. Responsibilities include providing leadership and guidance to school districts in implementing effective, equitable, and legally compliant programs and supports; overseeing bodies of work such as special education support, grant‑funded initiatives, content‑area support, educator growth systems, and other regional improvement efforts; expanding regional service capacity; and collaborating with public agencies, school districts, and community partners to improve student outcomes.
Essential Functions
- Collaborate with internal staff, district personnel, community organizations, public agencies, and state partners; facilitate meetings with stakeholder groups to coordinate services, address needs, develop recommendations, and strengthen regional partnerships.
- Consult and advise school districts, principals, administrators, and program leaders on instructional improvement, special services, student support systems, and state and federal requirements to strengthen district capacity and support effective, legally compliant practices.
- Develop materials, guidance, professional learning, workshops, conferences, and technical assistance to communicate requirements, share best practices, and build educator and district implementation capacity.
- Direct the development, implementation, and continuous improvement of programs, services, business ideation, and initiatives to increase and improve service quality, responsiveness, and alignment with regional and organizational priorities.
- Monitor programs, grants, contracts, budgets, and services; analyze data from multiple sources to evaluate effectiveness, support school improvement planning, inform decision‑making, and ensure regulatory, programmatic, and audit compliance.
- Perform personnel administrative functions—including hiring, training, supervising, coaching, and evaluating staff; oversee assigned regional programs and initiatives to ensure effective operations and high‑quality program delivery.
- Prepare budgets, grant and funding requests, reports, recommendations, presentations, and compliance documentation to document activities, support decision‑making, and meet reporting and audit requirements.
- Provide strategic leadership for teaching and learning, special programs, integrated student supports, and related regional services to align program implementation with organizational goals, district needs, and equitable student outcomes.
- Research legislation, emerging practices, funding opportunities, and regional needs; plan department growth, service design, and business strategies to guide program development, service expansion, and long‑range organizational planning.
- Serve as liaison among ESD leadership, OSPI, LEAs, and other agencies; respond to inquiries from stakeholders to gather, interpret, disseminate, and clarify information related to programs, regulations, and service opportunities.
- Support upper level administrators to advance department, program, and agency goals.
- Travel, as needed, to ESD sites, school districts, community locations, and agency meetings to perform essential functions.

Knowledge, Skills and Abilities
Knowledge Required
Knowledge of algebra and/or geometry; reading technical information, producing documents, facilitating group discussions, and analyzing situations to define issues and draw conclusions. Specific competencies include teaching and learning systems; special programs and student support services; school and district practices; personnel processes; program development; compliance requirements; and local procedures related to the educational needs of diverse student populations.
Skills Required
Skills to perform multiple technical tasks and periodically upgrade skills to meet changing job conditions. Competencies include operating standard office equipment and software applications; preparing and maintaining accurate records; overseeing program financial activities; administering personnel policies and procedures; collaborating with a wide range of groups; and providing leadership, coaching, and instructional support to school district personnel.

Responsibilities
Work independently under broad organizational guidelines to achieve unit objectives; manage a department; direct use of budgeted funds within a work unit. Utilize resources from other units as required. Opportunity exists to significantly impact organizational services.
Work Environment
The role requires occasional lifting, carrying, pushing, and/or pulling, and significant fine finger dexterity. Generally the job requires 33% sitting, 34% walking, 33% standing and is performed in a clean and healthy environment.
Education and Experience Requirements
Experience: Job‑related experience within a specialized field with increasing levels of responsibility is required.
Education: Bachelor's degree in a related area.
Education (Preferred): Master’s Degree or Advanced Training preferred, though may be waived in lieu of a combination of a Bachelor’s Degree and experience that provides the required knowledge, skills, and abilities of the position.
Program Administrator and/or Principal Certificate preferred.
Valid Teaching Certificate preferred.
