Hybrid Workplace Arrangement
This position operates under the Department of Regulatory Agencies’ hybrid workplace program. The employee reports to the department office on a scheduled basis and at the discretion of the supervisor, based on business need.

Salary
Monthly salary range: $5,962 – $7,750. The exact salary will be set in accordance with the candidate’s qualifications and the Equal Pay for Equal Work Act.

Description of the Job
The Office of the Utility Consumer Advocate (UCA) represents the public interest before the Colorado Public Utilities Commission, federal agencies, and the courts. The UCA advocates on behalf of residential, small‑business, and agricultural consumers with respect to utility rates, charges, decarbonization, just transition, and environmental justice.

Job Responsibilities

Coordinate UCA policy interests with the Public Utilities Commission, State General Assembly, County Commission, City Council, and other decision‑making bodies.

Work with DORA legislative liaison to monitor legislative developments and trends.

Research and develop early‑stage legislative proposals supporting UCA mission.

Monitor and engage in relevant State Bills and energy/telecom‑related hearings.

Review and analyze proposed legislation, completing Legislative Review Forms as required.

Plan, develop, and conduct original research and analysis on consumer‑related policy issues (renewable energy, solar, wind, gas pipeline safety, etc.).

Provide initial evaluations of utility filings and Commission rulings, culminating in recommendations for action.

Help develop and implement Division positions based on analyses of utility policy proposals, filings, and data.

Testify as an expert witness before the PUC and other regulatory agencies (FCC, FERC).

Formulate recommendations for Division policy on PUC‑proposed rules, applications, and advisory letters.

Monitor compliance with rules, laws, and established regulatory policies.

Manage the Utility Consumers’ Board (UCB): plan, organize, and implement board activities, including meetings, trainings, and speaker engagement.

Recruit and maintain board members, ensuring statutory compliance and quorum for operations.

Minimum Qualifications

Option 1: Experience

Seven (7) years of full‑time professional experience in government, finance, or legal environments, including policy agenda development, stakeholder outreach, and project management.

Option 2: Education plus Experience

Associate’s degree in a related field and five (5) years of full‑time professional experience as above.

Bachelor’s degree in a related field and three (3) years of full‑time professional experience as above.

Professional work demonstrates discretion, analytical skill, judgment, accountability, and the ability to apply organized knowledge to complex situations.

Preferred Qualifications

Experience evaluating technical viability of concepts affecting Colorado utilities.

Experience with environmental, public health, and/or environmental justice policy.

Experience interpreting legislative and policy proposals.

Community outreach and event coordination experience.

Project management experience.

Familiarity with litigated proceedings and presentation of cases.

Experience designing customer energy programs.

Experience summarizing financial, policy, and technical studies.

Experience administering state boards, commissions, or public bodies.
