Chargé(e) de mission animation du réseau international de sécurité civile

Missions

Within the SDAIRS, the mission of international relations (MREI), under the authority of the hierarchy, and in close liaison with the other chargés de mission, the chargé de mission "animation of the international network of civil security" contributes to the implementation and monitoring of the international strategy of the DGSCGC. In this capacity, it participates in the animation of professional networks, the coordination of actions conducted by the mission, and the strengthening of international cooperation, by ensuring transversal exchanges with the directions and services of the DGSCGC as well as with the concerned institutional partners.
In this context, it contributes to the development of international cooperation of French civil security and the rayonnement of its expertise, in support of a security civil influence and diplomacy approach, associating operational expertise, doctrine, and industrial capabilities.
The main missions:
Assure the follow-up of international cooperations and works relating to civil protection conducted in multilateral environments, notably with NATO, WHO, OECD, and the UN, and contribute to the preparation of positions carried by the DGSCGC;
Contribute to the animation and follow-up of multilateral partnerships, in coordination with the network of international technical experts (ETI) of civil protection posted abroad, and participate in the valorization of their actions in the field of civil security, in accordance with the orientations defined by the SDAIRS;
Prepare and accompany initiatives of international cooperation aimed at promoting the operational know-how and the offer of the French industrial sector of civil security, contributing to the international rayonnement of national expertise and to the support to the exportation of French solutions, according to an integrated approach associating doctrine, operational expertise, and technological solutions;
Contribute to the preparation of international events and meetings, in support of the activities of the mission and to the international representation of the DGSCGC, notably in the framework of high-level meetings (ministerial meetings or international summits) in relation with the themes of civil protection;
Coordinate the transversal actions conducted by the mission, in liaison with all the directions and services of the DGSCGC as well as with the national and international institutional partners;
Contribute to the strategic watch and to the production of reference contents, notably by the elaboration of thematic files and the feeding of an international documentary base, and ensure the writing and follow-up of institutional correspondences, letters, and intergovernmental agreements of cooperation of civil protection with the international partners.

Activities of the service: Within the Ministry of the Interior, the DGSCGC is in charge of the anticipation and follow-up of crises likely to affect internal security and civil security. It contributes to the interministerial planning in matters of national security and watches the national operational activity thanks to its operational center (COGIC). It disposes of national means able to support the local reliefs (aerial means, military formations of the civil security, deminers). It ensures the management of civil security crises as well as the management of major crises entrusted to the minister of the Interior with the setting up of the interministerial crisis center (CIC).
The mission of European and international relations (MREI) of the DGSCGC participates fully in the global strategy of security civil of France and in its rayonnement through the world.

The framework of action of the MREI is the following:
Support the policy of international cooperation of France in the world by the métier expertise of the DGSCGC;
Participate actively in the civil protection mechanism of the Union (MPCU) in its 3 components: prevention, preparation, and reaction;
Promote the French civil security abroad: organization, training, know-how;
Provide assistance to the countries victims of catastrophe who would make the request;
Favor the exports of the French industrial sector of civil security according to a principle of continuum doctrines-equipments.

The network of attachés of internal security and of cooperators of civil protection. The DCSD and the DGM of the ministry of Europe and of foreign affairs. The inter-governmental formal and informal instances (UN, NATO, WHO, OECD...) The Fire and Rescue Services in France and abroad.
Special conditions of exercise

Specificities of the post / Constraints / Sujétions:
A mastery of English is necessary (level C1 minimum) with regard to the missions of the MREI.
Post to be filled as soon as possible.
Great availability, reactivity, adaptability.
Travels within the EU or internationally possible.
