Job Title

Trésorerie Angers CHU is a public finance accounting position at level CSC4.
The position is reserved for civil servants in accordance with the provisions of Decree No. 2006-814 of July 7, 2006, as amended, relating to various positions under the DGFiP and DGDDI.
In accordance with the decree, recruitment is open to: - administrators/assistants of the Finances publiques and senior administration officers who have respectively reached at least the 3rd and 6th echelons, - principal inspectors/senior officers of the Finances publiques and senior state administration officers who have respectively reached at least the 6th echelon, - divisionary inspectors of the Finances publiques.
Job Description

Characteristics of the service (missions, scope of action, staff, organization, etc.)
The Treasury of the CHU is located in Angers. The positions at TAGERFIP are 27 agents as of January 1, 2026, including the accountant: 1 A+, 3 A, 15 B, 7 C, and 1 intern.
There is no CDL attached to the accounting position; the advisory role is carried out by the accountant.
The Treasury is responsible for 16 budgets: 4 main budgets and 12 annex budgets; 3 public hospitals and 1 mental health establishment.
Main challenges
The main ongoing projects are as follows:
Continue to support staff in the new organization of missions, particularly in the context of RGP;
Train and support recently assigned staff in the service;
Support the authorizers in a concerted approach to progress (deployment of ROC, PES ASAP and ASAP patient, dematerialization, certification of accounts of concerned establishments…);
Enhance the quality of accounting and the dematerialization of procedures and, more generally, the quality of partnership with the authorities, by continuing a policy of conventions;
Optimize the organization and functioning of the service in a context of high volume of operations to be processed and control of temporary medical expenses. The accountant must particularly ensure the implementation of any procedure or tool that contributes to increased automation and/or simplification of tasks for the benefit of staff (Hélios machines, for example).

• Knowledge of risk management and quality accounting.
Minimum Education Level Required
