Job Description
L3Harris, Technologies, Inc. is seeking an experienced Lead Technical Writer (L4) for the new Ground Based Radar Digitization (GBRD) Contract located in Colorado Springs, Colorado. The role involves end‑to‑end Technical Order Life Cycle Development of the GBRD Contract TO Baseline, providing technical writing leadership in developing several Space Force ground‑based radar TOs.

Essential Functions

Develop Technical Orders in accordance with MIL‑STDs, TO 00‑5 series, and all other Department of Defense (DoD), Air Force, and Space Force compliance directives.

Act as the lead Technical Writer SME for all TO development activities.

Support the TO Manager in generating project milestone artifacts, including TO Guidance Conference (TOGC) and In‑Process Review (IPR) slide sets.

Mine technical data from engineering drawings and specifications (e.g., assembly drawings, interconnection diagrams, A‑level specifications, test procedures) to develop TOs.

Conduct lead technical writer reviews of Pre‑Pub Review (PPR) before submitting to the TO Manager for final review and distribution to the Government Enhanced Technical Information Management System (ETIMS).

Provide trip‑lead support functions for site trips involving TO content development, conduct Contractor Certification, and support Government Verifications.

Oversee writers, illustrators, TO QC, and collaborate with engineering and logistics SMEs to accomplish TO development objectives.

Report TO development status to the TO Manager for incremental reporting to the Government customer.

Assist the TO Manager with processing Contractor Furnished Equipment Notices (CFENs) for Commercial‑Off‑The‑Shelf (COTS) manuals.

Must be a U.S. Citizen with proof of citizenship.

Must currently possess, or be able to acquire, at minimum a SECRET security clearance.

Ability to travel up to 20% of the year in support of TO content development, certification, and verification site activities.

Qualifications

Bachelor’s Degree and a minimum of 6 years of prior relevant experience. Graduate Degree and a minimum of 4 years of prior related experience. In lieu of a degree, a minimum of 10 years of prior related experience.

Preferred Additional Skills

Computer proficiency with MS Office (Teams, Outlook, Word, PowerPoint, Excel).

Experience with PTC Arbortext Editor – Standard Generalized Markup Language (SGML) tagging, RWS Contenta Explorer, XML, and RWS XML Professional Publisher.

Experience with XML tagging environments and high‑end document production software.

Experience with FrameMaker and FrameMaker+SGML.

Experience with Adobe Acrobat Pro.

Experience generating input for proposals, technical volumes, and basis of estimates for new TO project work.

Ability to interpret project schedules and identify resource requirements for each task based on predecessor and successor relationships.

Ability to analyze technical data based on Source, Maintenance, and Recoverability (SMR) codes to adhere to organizational‑level and depot‑level maintenance requirements.

Experience supporting the development of TO Verification Plans.

Salary Range
In compliance with pay transparency requirements, the salary range for this role in Colorado state is $73,000–$135,000.
