Under a five‑year contract, the Requirements & Program Analyst will support the United States Marine Corps Forces, Central Command (MARCENT) and its subordinate commands, providing professional services within the Comptroller Directorate (G‑8) across CONUS and OCONUS.

Minimum Qualifications Summary

Must possess a current US Passport with the ability to travel and work overseas.

Must complete an in‑scope (current DoD 6‑year reinvestigation) favorable ST5 investigation that includes SBPR, PPR, T5R, or enrollment in the DoD Continuous Evaluation / Continuous Vetting program, and be adjudicated for SCI eligibility by the DoD CAF without conditions or waivers at the time of performance.

Must possess a TS/SCI Security Clearance.

Higher education degree in Business Administration, Information Systems, Operations Research, or a related field preferred.

Must be able to meet COMSEC briefing and Local Element management certification requirements under OPNAVINST 2201.4, DoD Instruction 8523.01 and Air Force Manual 17‑1301.

Expert‑level proficiency communicating and writing in English.

Five years of military experience.

Understanding of Marine Requirements Oversight Council (MROC) and MROC Review Board (MRB).

Experience supporting DoD/Marine Corps staffing, manpower, operations, management, and/or administration requirements preferred.

Responsibilities

Provide program analysis services, processing emerging requirements in support of deployed forces.

Assist in staffing, development, and recommendation of MARCENT positions to COMUSMARCENT supporting MROC and MRB processes.

Assist in developing the MARCENT Unfunded Priority List (UPL) through analysis of program capability gaps.

Research and report resources to mitigate risks associated with these gaps in support of the UPL.

Assist in developing assessments, information papers, briefs, and coordinating with staff sections and action officers for the commander’s participation in MROC.

Assist in developing the command’s strategy, policy, campaign plans, posture plans, programs, requirements, decision papers, assessments, presentations, and other staffing requirements associated with a service component headquarters.

Support internal MARCENT working groups as required.

Work Location & Travel

MARCENT, MacDill Air Force Base, Tampa, Florida

Contractor personnel must support travel to MARCENT AOR and supporting locations, including Bahrain, United Arab Emirates, Saudi Arabia, Jordan, Egypt, France, Germany, United Kingdom, Oman, Qatar, Kuwait, Iraq, Israel, Afghanistan, Syria, Lebanon, Yemen, Pakistan, Turkmenistan, Uzbekistan, Kyrgyz Republic, Tajikistan, Kazakhstan, Djibouti, Cyprus, Turkey, Italy, and Greece. Availability for travel on less than 24‑hour notice for personnel recovery and training of forward‑deployed forces is required.
