Introduction
The Maryland Department of Labor is currently accepting applications for an Executive Director, Professional Design Boards position within the Division of Occupational and Professional Licensing. Main Purpose of the Job
The Executive Director of the Professional Design Boards oversees the qualification, examination, licensing, and regulation of approximately 40,000 professional design licensees and the board of pilots. Licensing and regulation are accomplished in concert with six boards comprised of industry members and consumer members.

Position Duties

Supervise a staff of seven employees when fully staffed and manage all functional activities related to investigative capacity, while overseeing an annual budget in excess of $807,000.

Oversee the daily operation of board activities and related services.

Provide direction for timely and effective processing of license applications, denials, and reinstatements to ensure compliance with legal requirements.

Refer questionable applications to the commissioner, legal counsel, and respective boards for guidance.

Prepare agendas, minutes, and related materials for distribution for each board meeting.

Conduct and coordinate all work assignments provided by the boards, informing them of current issues and special interest subjects.

Organize and conduct educational seminars for the boards as required by law.

Coordinate action items arising from board meetings with agency staff, the attorney general’s office, and other Labor staff to ensure timely completion.

Develop and disseminate updated board information to ensure effective communication with citizens, licensees, and professional organizations, including mailings and website postings of notices, laws, regulations, and public advocacy materials.

Supervise the processing of license applications, denials, and reinstatements in accordance with the Annotated Code of Maryland and related regulations.

Minimum Qualifications

Bachelor’s degree.

At least two years of experience in one or more of the following: supervising two or more employees; overseeing and coordinating general operations; familiarity with special funds budgets; and managing all personnel actions from recruitment to termination.

Experience interpreting and applying State Government laws, regulations, policies, and procedures.

Experience with process improvement.

Experience managing issues related to licensing, compliance, and regulation.

Preferred Qualifications

Experience with the Professional Design Boards.

Experience with licensing systems such as AS400.

Familiarity with Google Suite and Microsoft Suite, including Excel.
