POSITION TITLE : ASSISTANT PROGRAM MANAGER

STATUS : FULL TIME, NON-EXEMPT

SUPERVISOR : EVANGELINE’S HOUSE PROGRAM MANAGER

Scope of Position
Assist the Program Manager as needed. Provide temporary shelter, care, compassion, meals, and supervision for up to six Washington State Foster Care youth (10-17 years) and emerging adults (18-20 years) in emergency placement situations for a maximum of 30 days while awaiting placement.

Education and Work Experience

Bachelor’s Degree in social work or a related field

OR five years of successful related experience (need High School Diploma or GED)

One or more years of supervisory experience, preferred

Knowledge, Skills and Abilities Required

21 years of age

Proficient in typing, organizing and filing

Working knowledge of Microsoft Office Suite and other software

Self-motivated and able to work with minimum supervision

Maintain confidentiality with personal information

Preferably have knowledge/experience of customer service, social services and local resources

Valid Driver’s License with clear driving record

Successfully complete TSA Driver Training

HIPAA Training

Excellent written, verbal and interpersonal skills

Effectively work with a diverse population in a team environment

Annual Mandated Reporter training

Have or obtain a First Aid/CPR card

Have or obtain training on Bloodborne Pathogens

Have a negative TB test every two years

Pass a Criminal Background Check

Pass a DSHS Background Check

Have or take de-escalation and restraint training

Capable of auditory and visual supervision; verbally and physically interact with children in care

Possess skills/abilities to work with the challenging behaviors of youth in care

Effective communication and problem-solving skills

High personal standards of cleanliness and thoroughness

Be available to be on-call to cover other shifts during the week; some Holidays

Essential Duties

Assist with preparing monthly staff meetings & trainings

Participation in lead/management meetings

Manage employees and youth successfully within the program’s structure

Communicate effectively with professional agencies and administration

Prepare and manage an annual budget

Compile Evangeline’s House monthly statistics as directed

Manage Program Operations Specialists with Program Manager

Assist in development/revisions of program and practices

Serve as agency’s public awareness representative along with Program Manager

Attend lead meetings

Prepare and present disciplinary actions when needed

Fill in for staff when necessary; provide relief for staff breaks when necessary

Oversee staff schedules, timesheet procedures and breaks

Keep Background Check Log

Keep track of and maintain records of trainings and certificates for staff.

Ensure all required and appropriate paperwork is filed

Contribute to a positive morale in the program

Develop positive, professional relationships with coworkers

Support new employees/volunteers by explaining the program and policies and procedures

Follow and ensure compliance of all Child Safety policies and procedures

Ensure HIPAA, WAC guidelines, contract, licensing and local policy and procedures compliance

Model appropriate social and interpersonal behaviors for youth

Comply with youth disciplinary guidelines

Implement behavior management (de-escalation and restraint) properly

Assist in planning activities and participating when necessary

Manage youth transportation needs; HEART Program, school bus schedule and off site needs

Accompany youth to school and appointments as needed (driving, riding or walking)

Ensure the safety of all children in care

Administer medications to youth and document daily

Complete intake and discharge paperwork, when needed

Communicate (and document) with caseworkers and other agencies regarding youth in care

Ensure repair and supply requests are communicated as required

Conduct and/or oversee monthly fire drills; report written results to the Program Manager

Maintain facility security by ensuring windows and doors are locked; report any security concerns

Clean the facility and do laundry when needed

Assist with snow removal when necessary

Work different shifts on occasion

All other duties as assigned

Physical Requirements

Sit, walk, stand, bend, squat, climb, kneel, and twist on an intermittent or continuous basis

Grasp, push, pull objects such as files, file cabinet drawers, carts, doors, and reach overhead

Operate a telephone

Access and produce information from a computer

Qualifications

High School Diploma or equivalent (or higher education)

Bachelor’s degree in Social Work or related field preferred

Minimum 2 years of experience working with children

Minimum 1 year of supervisory experience

Food Handler’s Card

Driver’s License

Valid Driver’s License with clear driving record

TSA Driver Training completed

HIPAA Training completed

Annual Mandated Reporter training completed

First Aid/CPR card

Bloodborne Pathogens training completed

Negative TB test every two years

Criminal Background Check clearance

DSHS Background Check clearance

De-escalation and restraint training completed
