Job Purpose
The DCM-Program Manager is responsible for the overall program and fiscal oversight of the Endeavors Disaster Case Management Program. The manager ensures compliance with grant and contractual requirements, meets performance objectives and timely reporting goals of the program throughout each assigned region. The role guarantees that program staff meet the needs of disaster‑affected individuals and families. Work‑from‑home options are not available due to confidentiality.
Key Responsibilities
Program Leadership & Daily Operations
Lead the Disaster Case Management Program, ensuring staff meet deliverables, maintain compliance with FEMA, state, and organizational standards, and advance the mission.
Manage daily operations of assigned staff, overseeing case management services, office procedures, timekeeping, reporting protocols, and compliance with FEMA guidance.
Set clear expectations, model professionalism, and foster accountability, transparency, and collaboration.
Staff Management & Development
Recruit, hire, train, and retain staff through collaboration with Human Resources and Supervisors.
Supervise Case Managers with quality hiring decisions, training, mentoring, and coaching in trauma‑informed care.
Monitor performance, provide evaluations, feedback, and improvement plans.
Identify training needs and equip Supervisors accordingly.
Provide additional training and onboarding support as needed.
Directly oversee Disaster Case Manager Supervisors.
Conduct regular one‑on‑one meetings with Supervisors to review caseloads and barriers.
Offer coaching and professional development for Supervisors.
Case Management Quality & Compliance
Review case files for accuracy and compliance, including IRPs, service plans, and case notes.
Provide guidance, escalation support, and technical assistance to Case Managers.
Collaborate with the Director to develop, implement, and monitor SOPs.
Ensure the team meets deliverables, reporting requirements, and performance outcomes.
Program Monitoring, Reporting & Evaluation
Troubleshoot, monitor, and evaluate program procedures for continuous quality improvement.
Develop and prepare statistical reports for internal and external use.
Complete all internal reports and required submissions to funders, FEMA, and state partners.
Meet with senior leadership to review outcomes, staffing, and delivery.
Recommend efficiency and quality improvements.
Community & Partner Collaboration
Collaborate with relief and recovery organizations to coordinate response and recovery services.
Secure cooperation and build partnerships with community stakeholders, faith‑based organizations, and government agencies.
Maintain communication with contracted agencies, client families, and partners. Convene periodic meetings and provide timely updates.
Leadership Excellence
Ask forward‑looking questions to promote growth and excellence.
Participate in FEMA/state trainings and professional development opportunities.
Demonstrate customer service and servant leadership, focusing on the client mission.
Other Duties
Perform additional responsibilities as assigned to support program and organizational success.
Leadership Performance Indicators (KPIs)
Maintain staff retention rate of 90% or higher.
Conduct quarterly satisfaction surveys with at least 80% positive feedback.
Ensure 100% of program deliverables and contractual requirements are met on time.
Achieve 95% accuracy on case file reviews.
Provide at least two professional development opportunities per quarter for each Case Manager.
Ensure all staff receive timely performance evaluations and coaching plans.
Facilitate bi‑weekly team meetings and respond to approval requests within an average of 48 hours.
Ensure 100% of clients served have IRPs initiated and updated on time.
Maintain 85% or higher client satisfaction on professionalism, timeliness, and quality.
Essential Qualifications
Education : Bachelor’s Degree in social/behavioral health or related field; Master’s degree preferred.
Experience : 5+ years of management and supervision experience; experience with disaster and emergency services a strong plus.
Attendance : Must maintain regular and acceptable attendance as determined by the employer.
Driver’s License : Valid license with a clear record.
Vehicle : Must have reliable vehicle for up to 10% travel in a multi‑county region.
Travel & Availability : Must be willing to travel to various locations frequently and work nights, weekends, and holidays as needed.
Background : Must pass criminal and related background checks.
Additional Conditions
Work may involve nights, weekends, and holidays to meet business needs.
Must have a clear driver’s license and reliable vehicle.
