PROGRAM SUPERVISOR IS PART OF THE NEW YORK STATE CIVIL SERVICE HELP PROGRAM AND DOES NOT REQUIRE A CIVL SERVICE EXAMINATION AT THIS TIME.
This is professional work involving the responsibility for planning, administering and supervising mental health and/or addiction services within a specific program of the Wayne Behavioral Health Network. The work involves a variety of activities in ensuring the optimal functioning of the program, including managing staff resources, ensuring availability of services, identifying and resolving problems affecting delivery of services within the program, coordination with other programs both within the Network and in the community and direct provision of services. Administrative and clinical supervision and consultation is provided to program staff. The Program Supervisor is supervised by the Director of Community Mental Health Services or the Senior Program Supervisor as assigned and participates in Quality Assurance and other Network administrative and committee functions.
Assists in setting policies and procedures for the Wayne Behavioral Health Network services;
Provides day to day supervision of assigned staff and clinical programs;
Assists in evaluation of program effectiveness;
Assists in budget development and oversight of program costs and revenue;
Monitors and promotes optimization of units of service delivered by programs;
Plans services within the program to meet identified and anticipated demand;
Oversees treatment planning, admissions, referral, utilization review and discharges within programs;
Provides periodic employee evaluations of program staff;
Maintains familiarity with treatment methods employed with the program and with advances in treatment methodology;
Screens and recommends to Director candidates for employment vacancies within the programs;
Provides or assists supervisor with providing staff with clinical or agency related education and training;
Provides direct service as needed to maintain program’s commitment to service delivery;
Reviews time sheets, schedule change requests of program staff;
Responds to complaints regarding program services;
Provides education and consultation to community regarding program services.
Thorough knowledge of community mental health services; thorough knowledge of psychopathology, diagnosis, intervention methods, referral procedures, crisis intervention, familiarity with community resources and culturally diverse populations; demonstrated clinical competence; ability to supervise and work effectively with professional and paraprofessional staff; demonstration of sound judgment; ability to handle stress, analyze problems and make appropriate decisions in a timely manner; ability to present ideas effectively verbally and in writing; ability to demonstrate positive conflict resolution skills; physical condition commensurate with the demands of the position.
MINIMUM QUALIFICATIONS
Master’s Degree in social work, psychology, nursing, mental health counseling, or related Behavioral Sciences, and three (3) years experience in community mental health in a professional capacity.

Mental Health Program:
Licensed by New York State as a Licensed Clinical Social Worker (LCSW) or a Licensed Mental Health Counselor (LMHC), or a registered Professional Nurse (RPN).
