Overview JOB SUMMARY: This position inspects all fabrication and construction work to ensure it is performed in accordance with project plans and specifications and complies with standards and methods in the project Quality Plan and with client requirements and specifications. The inspector conducts quality assurance surveillance on materials and services provided by vendors, fabrication facilities, and/or subcontractors. Communication with the Project Quality Control Manager or Lead will be required.
Location and Schedule
LOCATION: Town & North Slope project sites
SCHEDULE: Town - Mon-Fri; Projects - Mon-Sun
HOURS: Town – 40+; Projects – 70+
POINT OF HIRE: Fairbanks, AK or Anchorage, AK
TYPE OF POSITION: Projects/Full-Time
Responsibilities
Implement, practice, and continually lead by example Doyon Associated's commitment to zero incident safety and environmental culture.
Implement the project construction quality program at the job site.
Provide technical support to the project field team for interpretation of various codes, specifications, and regulations.
Carry out all quality control activities, including inspection, examination, and testing, to verify that the quality of welding, installed materials, and finished work complies with all project specifications and requirements.
Participate in construction meetings with clients, subcontractors, vendors, and fabrication facilities to ensure compliance with and understanding of project requirements and quality expectations.
Implement quality control intervention points on inspection and test plans, including surveillance, witness, mandatory inspection, and record review.
Complete appropriate quality control forms during and after inspection of work; submit completed forms to supervisor daily.
Assist in ensuring vital records are retained and current for document turnover packages.
Work closely with DAL managers and supervisors to ensure understanding and compliance with all project requirements.
Review and understand project requirements; assist in ensuring all construction activities comply with project requirements.
Implement project quality control procedures, inspections, test plans, and witness and record construction procedures.
Perform surveillance inspections over subcontractors, vendors, and fabrication facilities to ensure compliance with project specifications and standards.
Perform receipt inspection and monitoring of interim construction site storage areas for permanent materials.
Perform inspection and testing of in-process and completed installations.
Prepare deviation reports to document nonconforming conditions as required.
Control calibrated measuring and test equipment used on the project and verify all instruments have current certifications.
Perform completion inspections and develop punch lists of incomplete work.
Provide daily Quality Control Reports to the Quality Control Supervisor and project management.
Ensure testing is performed per referenced standards.
Other duties as assigned.
Job Requirements
Must understand the risks of pipeline fabrication and construction and proactively mitigate safety and environmental hazards.
Understand the importance of quality workmanship and ensure construction activities meet or exceed corporate and client quality criteria and standards.
Develop and maintain close working relationships with clients' representatives, project supervision, and all other personnel involved with DAL projects.
Excellent understanding of contract provisions addressing the scope of work, design criteria, and QA oversight of subcontractors, vendors, and fabrication.
Ability to read and accurately interpret project specifications.
Ability to communicate quality control concerns clearly, verbally and in writing, to all levels of project management and supervision.
Ability to communicate quality assurance concerns to subcontractor, vendor, and fabrication management.
Well-balanced interpersonal skills; able to work in a team, follow directions, and adhere to schedules.
Must manage multiple tasks with minimal supervision and organize QC/QA data accurately.
Ability to conduct in-process welding inspections without interfering with welding activities.
Strong communication with client QA representatives, project management, and public agencies.
Working knowledge of 49CFR, Part 192, API 1104, API 1107; coating inspection and related methods.
Ability to read maps, pipeline surveys, drawings, mechanical flow sheets, spool drawings, manufacturer data sheets, and other design criteria.
Qualifications
AWS Certified Welding Inspector Certificate required.
5 years preferred, minimum 2 years of QC inspection experience on pipeline projects required.
Experience welding/inspecting carbon steel and alloy joints (e.g., S/S, Duplex, Inconel lining) and NDT procedures per client specifications.
Preferred NACE Coating Inspector certification and related coating experience.
Knowledge of coating test equipment functions and operation.
Construction field experience in the Arctic pipeline industry.
Government, Oil and Gas industry experience.
Competencies
Effective listening, verbal, and written communication.
Ability to present to small and large groups.
Strong analytical and report-writing skills.
Proficiency in Microsoft Word, Excel, Outlook, PowerPoint, Adobe, and Windows; ability to learn client and DAL systems.
Understanding of API 1104; working knowledge of B31.3, B31.4, B31.8, and 49CFR 195 & 192.
Mathematical proficiency and ability to reason with project management and supervision.
Physical Demands and Work Environment
Occasionally lift and/or move up to 40+ pounds.
May stand, sit, or walk for extended periods.
Operate a computer/workstation.
Work outdoors in extreme weather and near high-noise equipment.
Must have a valid driver’s license and good driving record.
Must pass a drug test.
