Dynamis is seeking a Management Analyst (Classification) that can support the analysis and classification of manpower resources in Washington, DC. This position is responsible for conducting detailed assessments, evaluations, and analysis of manpower and organizational structures to ensure they align with federal classification standards. The ideal candidate will have 5 to 10 years of experience working as a Management Analyst, specializing in manpower.

Responsibilities

Conduct thorough evaluations of position duties, responsibilities, organizational alignment, and functional statements to ensure proper classification according to OPM classification standards, job family guides, and agency-specific frameworks.

Draft, review, and revise position descriptions (PDs), ensuring clarity, compliance, and accurate FLSA, series, title, and grade determinations.

Recommend classification changes, reorganizations, and position management solutions that improve organizational efficiency and workforce effectiveness.

Analyze manpower and staffing requirements to support mission‑critical operations, workforce planning, and organizational structuring.

Provide expert consultation to managers and HR staff on classification requirements, position structure, and personnel utilization.

Conduct manpower studies and workload analyses to ensure staffing models and resource allocations align with agency priorities.

Assist in evaluating program functions and business processes to identify efficiencies, gaps, or opportunities for improvement.

Prepare reports, briefing materials, and documentation to support recommendations and decision‑making at both management and HR leadership levels.

Ensure classification actions and recommendations comply with OPM regulations, agency policies, merit system principles, FLSA, and federal HR guidelines.

Maintain accurate classification records, tracking documents, and audit trails for compliance.

Support agency HR systems and tools used in classification and manpower processes (e.g., USA Staffing, agency HRIS platforms, SharePoint, PD libraries).

Collaborate with multidisciplinary HR teams, including staffing, payroll, workforce planning, and executive resources.

Requirements

5+ years of experience working as a Management Analyst (Manpower).

Ability to successfully complete a DHS Public Trust background check.

Preferred

Expertise in manpower analysis, organizational assessments, and workforce planning.

Strong knowledge of federal classification and organizational regulations.

Ability to develop and recommend strategies for manpower optimization and classification.

Excellent written and verbal communication skills.

Strong analytical, problem‑solving, and organizational skills.

Ability to work independently and manage multiple projects in a fast‑paced environment.

Experience with federal government manpower and classification systems.

Ability to collaborate effectively with diverse teams and stakeholders.
