Management Analyst 5 – Health-Related Social Needs (HRSN) Business Analyst

Overview You will be part of the Health-Related Social Needs (HRSN) unit within the Strategic Development, Engagement and Relations office in DSHS's Home and Community Living Administration. You will support the Office of the Assistant Secretary and focus on analyzing how HRSN services are delivered and experienced across Washington state. Responsibilities • Conduct high-level analysis that supports informed decision-making by reviewing information, studying data, and bringing together quantitative and qualitative insights to evaluate program performance. • Measure outcomes, monitor trends, and identify where programs are effective and where adjustments are needed. • Translate complex findings into clear, understandable messages that describe the impact of HRSN services, in coordination with communications staff and client focus groups. • Provide analysis used by executive leadership, boards, elected officials and partner agencies to directly inform policy direction, program improvements and long-range planning across multiple programs or divisions. • Build clear reports, data dashboards, and summaries that explain results through storytelling. • Help design quality measures that track progress, outcomes, and program impact. • Work with researchers and analysts to define data needs and support deeper analysis. • Respond to questions from leaders by explaining what the data shows and what it does not show. • Support planning and improvement efforts by identifying trends, risks, and opportunities. Qualifications • Bachelor’s degree in business administration, public administration, law, public health administration, or a related field. • Five years of demonstrated experience in two or more of: conducting research, analyzing policies, laws, rules or regulations, conducting business analysis and developing requirements, leading business projects, managing business operations, business policy development, supervising. • Equivalent combination of experience and education qualifying with at least nine years is acceptable. Additional Knowledge, Skills and Abilities • Data analysis: Expertise in data analysis and dashboard reporting with the ability to explain clearly what is happening in programs and why it matters. • Program evaluation: Skill in measuring whether services meet goals and produce real results. • Clear communication: Ability to explain complex information in plain language for leaders, partners and the public. • Research skills: Experience gathering and reviewing qualitative and quantitative information to support decisions. • Policy awareness: Understanding how data and analysis guide policy choices and program direction. • Problem solving: Skill in identifying issues, testing ideas and recommending practical solutions. • Independent judgment: Ability to work with minimal direction and make thoughtful decisions on important issues. • Collaboration: Ability to work with many teams, programs, and partners to move shared work forward. Work Arrangement This position has approval to work a flexible/hybrid schedule. The successful applicant may predominantly telework or work in office, as business needs allow. Occasional travel for meetings may be required. Project Employment The funding for this project is expected to last until June 30, 2028. When the funding runs out, the position will be eliminated.
