As an HRSN Business Analyst, you will be part of the Health‑Related Social Needs (HRSN) unit within the Strategic Development, Engagement and Relations office in DSHS’s Home and Community Living Administration.

You will support the Office of the Assistant Secretary and focus on analyzing how HRSN services are delivered and experienced across Washington state.

Responsibilities

Conduct high‑level analysis to support informed decision‑making, including reviewing information, studying data, and combining quantitative and qualitative insights.

Measure outcomes, monitor trends, and identify where programs are effective and where adjustments are needed.

Translate complex findings into clear, understandable messages for executive leadership, boards, elected officials, partner agencies, and the public.

Build clear reports, data dashboards, and summaries that explain results through storytelling.

Help design quality measures that track progress, outcomes, and program impact.

Work with researchers and analysts to define data needs and support deeper analysis.

Respond to questions from leaders by explaining what the data shows and what it does not show.

Support planning and improvement efforts by identifying trends, risks, and opportunities.

Qualifications

Bachelor’s degree in business administration, public administration, law, public health administration, or a related field (or equivalent combination of experience and education totaling at least nine years).

Five years of demonstrated experience in two or more of the following areas: conducting research; analyzing policies, laws, rules, or regulations; conducting business analysis and developing requirements; leading business projects; managing business operations; business policy development; supervising.

Additional knowledge, skills and abilities

Data analysis proficiency and dashboard reporting, with the ability to explain clearly what is happening in programs and why it matters.

Program evaluation skills to measure whether services meet their goals and produce real results.

Clear communication: ability to explain complex information in plain language for leaders, partners, and the public.

Research skills: experience gathering and reviewing qualitative and quantitative information to support decisions.

Policy awareness: understanding how data and analysis guide policy choices and program direction.

Problem‑solving: ability to identify issues, test ideas, and recommend practical solutions.

Independent judgment: ability to work with minimal direction and make thoughtful decisions on important issues.

Collaboration: ability to work with many teams, programs, and partners to move shared work forward.

Other Details Flexible/hybrid schedule is currently approved; the successful applicant may predominantly telework or use office space if preferred. Occasional travel may be required based on business needs.

The position is project employment; funding is expected to last until June 30 2028. When the funding runs out, the position will be eliminated.
