Nature of Work Under general supervision performs work of moderate difficulty in the financial management of a department; performs related work as assigned.

Typical Duties

Administers departmental accounting function

Coordinates the financial management of programs, grants, and contracts

Prepares cost projections and financial and administrative reports

Participates in the preparation and administration of the budget

Participates in internal and external audits

Supervises and trains staff as assigned

May be responsible for payroll, accounts payable and purchasing

Minimum Qualifications

Associate degree in accounting, business administration or a related field and two years of increasingly responsible budget/accounting experience; OR;

Bachelor's degree in accounting, business administration or related field and one year of increasingly responsible budget/accounting experience; OR;

Three years of increasingly responsible budget/accounting experience; OR;

Any equivalent combination of education, training and experience which demonstrates the ability to perform the duties of the position.

brings a well‑balanced combination of customer service expertise, budgeting and accounting proficiency, and demonstrated supervisory and coaching experience, supported by a clear leadership vision and commitment to operational excellence. The Business Manager demonstrates a comprehensive understanding of the scope and complexity of Public Works budgets and plays a key leadership role within the Administrative Services Division, fostering a collaborative and high‑performing work environment.

This position is non‑exempt from overtime. This position is safety sensitive.

Knowledge, Skills And Abilities

Considerable knowledge of government accounting practices, including purchasing

Currently available automated accounting systems

Principles and practices of office administration, management and supervision

Working knowledge of grant development and administration

Budgetary theory, principles and practices

Skill in operating the automated office equipment

Skill in the use of computerized budget/financial tracking and reporting programs

Skill in performing and verifying mathematical computations

Ability to prepare and maintain financial records

Ability to administer computerized accounting systems

Ability to work safely and support the culture of workplace safety

Ability to establish and maintain effective working relationships with employees, other agencies and the public

Ability to follow written and verbal instructions

Ability to communicate effectively verbally and in writing
