In this role you will play a pivotal role by supporting statewide and local preparedness for natural and human-caused incidents that may impact life, health, infrastructure, and property. You will be at the forefront by assisting with the development, implementation, and management of a modern and effective exercise program. Additionally, you will oversee, coordinate, and evaluate exercise activities across all 19 Alaska boroughs, engaging with communities that represent over 90% of the state’s population. NOTE - JBER (BASE) ACCESS The successful applicants must pass a federal background check in order to qualify for military base access, which is required with this position's work location on base. The background check may include fingerprinting. All job offers are conditional pending successful completion of the federal background check and issuance of a Defense Biometrics Identification System (DBIDS) card allowing base access. Also, you must be able to maintain the clearance throughout your employment. If using a private vehicle this will require a valid Alaska Driver License, proof of vehicle insurance, and a valid State of Alaska vehicle registration. State employees are guests on Joint Base Elmendorf-Richardson; clearance and access are not within the State's control. Special Note : In some cases employees must be able to obtain and maintain a Common Access Card (CAC). As part of the examination process, a background check investigation, including a criminal records check, will be conducted. Conviction of a crime will not automatically preclude appointment. The circumstances involved in the conviction will be considered. One year of entry professional level experience mitigating against, preparing for, responding to, or recovering from emergencies, disasters, or terrorist events. The required experience is met by service as an Emergency Management Specialist 1 with the State of Alaska, or the equivalent elsewhere. OR Two years of entry professional level experience either creating contingency plans, conducting exercises to evaluate plans and training, responding to events creating civil disruption or environmental disturbance, or coordinating the recovery from such events. OR A bachelor's degree, in any field, from an accredited college; AND One year of entry professional level experience either creating contingency plans, conducting exercises to evaluate plans and training, responding to events creating civil disruption or environmental disturbance, or coordinating the recovery from such events. Special Note : A valid Alaska driver's license is required. Some positions require the incumbent to obtain a federal security clearance. Work may require periodic, 24-hour on-call duty and travel to remote locations in small aircraft and boats, and may involve exposure to inherently hazardous or potentially dangerous environmental conditions. Position Specific Requirements: Valid Driver's License/REAL ID Must complete FEMA EMI online courses: IS 100, IS 200, IS 700, IS 800.B, and the FEMA Professional Development Series including IS 120, IS 230, IS 235, IS 240, IS 241, IS 242, and IS 244. Completion of these courses is required to meet Homeland Security Grant Program requirements for NIMS Compliance. DMVA is housed on Joint Base Elmendorf-Richardson. If required, the incumbent may be required to pass security background check for installation access. Adherence to installation regulations, security guidelines, base protocol are mandatory. Special Physical, Mental, or Behavioral Requirements

This position requires extensive travel within remote areas of Alaska and possibly out of state, utilizing various transportation modes such as government vehicles, small planes, helicopters, boats, snow machines, and ATVs. Candidates must pass a federal background security check to access military facilities like JBER and maintain security clearance. The role demands physical and mental stamina to handle rapid deployment, extended shifts, austere living conditions, and high-stress emergency response situations. The incumbent will bear significant responsibility for supporting communities during life-and-death emergencies, requiring emotional strength, adaptability, and the ability to perform under intense stress.
