Overview
The Classification & Recruitment Specialist role supports the DCYF mission by ensuring positions are accurately classified, equitably compensated, and filled through fair, timely, and compliant recruitment processes. The role provides expert guidance to managers and maintains consistent HR practices to support workforce stability and attract and retain qualified staff. Responsibilities
Provide professional human resources services and technical guidance to supervisors, managers, employees, and HR staff across the agency under limited supervision. Ensure positions are accurately classified and compensation practices are applied consistently. Support fair, effective, and compliant recruitment processes; advise on workforce needs, job design, and hiring strategies. Maintain, update, and improve HR systems, processes, and procedures essential to agency operations and service delivery. Minimum Qualifications
A resume should clearly describe experience in the listed areas with beginning and ending month, day, and year for each job held. Three (3) years of human resources experience, including at least one year of full cycle recruitment and management consultation, and at least one year of experience conducting job analysis/classification for a variety of classifications and levels. Experience interpreting current employment laws, regulations, contracts, and policies related to classification, recruitment, selection, hiring, promotion, and retention of employees. Critical thinking and strategic planning skills to analyze information, research and evaluate alternatives, independently make sound decisions, resolve conflicts, and guide HR issues. Ability to clearly explain classification decisions and technical information to supervisors, managers, employees, and HR staff. Demonstrated research and analytical skills and ability to write formal reports or memorandums. Experience supporting recruitment, staffing, or selection activities (posting positions, screening applicants, coordinating interviews, and communicating with candidates and hiring managers). Preferred Qualifications
Experience in a public sector, government, or unionized environment. Experience in a high-volume recruiting environment. Experience with a job evaluation system (e.g., Hay method). Experience conducting class studies. Ability to work effectively with people from diverse backgrounds and cultures. Additional Requirements
