$31.65/hr – $34.47/hr, commensurate with experience Summary
The HR Specialist is responsible for performing a broad range of HR functions, including, but not limited to, maintaining confidential personnel records (salary data and disciplinary files), assisting management in developing negotiating proposals and strategies for collective bargaining, assisting in classification reviews and determining appropriate compensation grades for new or updated positions, coordinating procedures and documentation for various employee groups (onboarding, employee records management, PDE licensure, PDE reporting, employee training, employee calendars, contracts, tuition reimbursement, salary advancement), and providing overall support to District staff. This position also manages the confidential HR software system and maintains accurate personnel records using a variety of applications for District employees. Essential Functions
Facilitates the recruiting, hiring, interviewing, and onboarding processes for permanent and substitute support staff, extra duty, and seasonal employees Prepare and maintain employment records related to events such as hiring, separations, leaves, transfers, and retirements of staff Compile and submit reports and surveys required by state, federal, and other external agencies (e.g., staff assignment, staff position, EEOC) Maintains confidential personnel records, including salary data, disciplinary files, and any furlough lists Assists management in developing negotiating proposals and strategies for collective bargaining Compiles, documents, and prepares responses to employee grievances Assists in the formulation, determination, and implementation of management policies in the administration of employee relations Assists in reviewing and documenting changes to employee status, including hiring, termination, promotions, or reclassifications; prepares, tracks, and records new hires, resignations, retirements, and position changes for the Board agenda Works closely with school and department administrators to coordinate job postings, resignations, and staffing changes Assists in classification reviews and determining the appropriate compensation grades for new or updated positions Collaborates with other HR staff to coordinate district hiring processes, including posting positions, closing vacancies, scheduling and conducting interviews, and onboarding new employees Verifies licensure, education, and experience, and creates personnel files; works with newly hired staff to complete all required employment documentation Inputs new hire and employee data in HRIS; conducts audits to ensure accurate data entry Maintains compliance with Act 126, Act 45, Act 48, and Act 168 for all employees Monitors licensure status of all licensed employees, including Level II certification and tenure compliance Tracks and maintains web-based course approval and tuition reimbursement documents for graduate credits for advancement on the salary schedule; verifies credits and salary eligibility and prepares and processes salary changes Prepares documents and reports for salary/wage movements, non-renewal notices, and Board Personnel agenda Prepares, distributes, and/or coordinates reports, contracts, and correspondence for communication purposes, including preparing for PIMS reports Collaborates with a team of technicians and specialists to ensure consistency in processes, communication, and documentation; works with Payroll, Benefits, and other departments Manages online electronic training platform Composes correspondence and responses to employment questionnaires as necessary Other duties assigned by the Director of Human Resources and/or the HR Supervisor Education and/or Certification Required
A minimum of an associate degree or equivalent in a related field, along with three (3) years of experience in Human Resources or a related field, is required. A Bachelor's Degree in Human Resources or a similar degree and two years of experience in a similar field are preferred. An equivalent combination of education and experience is acceptable. Experience Needed
Human Resources experience in a public school district or government organization, preferred Working experience in a unionized environment Knowledge Of
HRIS, preferably in Frontline, eFinance, and Boarddoc Google and all associated functions: email, calendar, docs, sheets, slides, etc. Human resources practices, preferably in a school district setting Basic statistics Basic principles and terminology of employment selection, position classification, and salary administration Equal employment recruitment procedures Requisite Skills
