Responsibilities

Under the general direction of the California Department of Transportation (Caltrans) Director/Chief Deputy Director, the incumbent has full responsibility for all functions and activities within the District and is responsible for the administration and operation of the department’s programs within the District boundaries of Alameda, Contra Costa, Marin, Napa, San Francisco, San Mateo, Santa Clara, Solano and Sonoma counties. Statement of Qualifications (SOQ)

Candidates must provide detailed and specific examples from their professional education, experience, and training that directly answer each SOQ question. Include the overall length of time of experience related to each question. Each question will be scored individually. Responses must be submitted on the Department of Transportation's PM-0503 SOQ Form; SOQs submitted on other forms will not be scored. The PM-0503 SOQ Form can be found in the Required Application Package Documents.

Submit the completed PM-0503 SOQ in the “Additional Documents” section. Select “Other” for Type of Document and enter SOQ for Description. Upload your PM-0503, then Save & Review Application.

The SOQ must address the following: Provide examples of work experience demonstrating ability to perform strategic planning and implementation to meet district goals, performance outcomes, targets, objectives, and policies. Provide examples of collaboration and the ability to develop positive relationships with partners at all levels of government and the private sector to achieve outcomes for the department. Provide examples demonstrating understanding of and commitment to advancing equity for California’s underserved communities.

Required Application Package Documents

Examination Qualification Requirements

All applicants must possess the knowledge, abilities, and requirements described in this announcement. Eligibility to take a CEA examination does not require current permanent civil service status.

General Qualifications

State civil service employees must possess essential general qualifications including integrity, initiative, dependability, good judgment, and the ability to work cooperatively with others.

Knowledge and Abilities

Applicants must demonstrate the ability to perform high administrative and policy-influencing functions. Knowledge and abilities include: Knowledge of California state government organization, public administration principles, program development and evaluation, policy formulation, and Equal Employment Opportunity (EEO) objectives. Ability to plan, organize, direct work of multidisciplinary staff, analyze policies, build relationships with government and public stakeholders, and develop and review reports. These qualifications may be evidenced by experience in public or private sectors, with substantial participation in program policy formulation, operation, or evaluation.

Desirable Qualifications

In addition to evaluating each candidate’s ability, the following factors will be considered: Academic coursework; supervision and management training. Ability to reason logically and creatively. Professional integrity to serve Caltrans and the program. Ability to work well with partners and clients.

Examination Information

The examination consists of an evaluation of the SOQ. A passing score of 70% is required. Hiring interviews will be conducted with the most qualified candidates. Applications will be retained for twelve months. The examination results will be used only to fill this position.
